Job Title: Senior Manager, Sourcing

Reports To: Senior Director, Sourcing

Wage Type: Salary (Exempt)

Job Summary:

We are seeking a results-driven Senior Manager, Sourcing to join our Procurement team in a fast-paced telecommunications construction environment. This role will focus on the day-to-day execution of sourcing events (RFI, RFQ, RFP) across both direct and indirect spend categories. This position will primarily lead competitive sourcing initiatives, supplier negotiations, bid analysis, and award recommendations to support field operations and corporate functions. The ideal candidate will have at least 5 years of sourcing experience, strong analytical capabilities, and the ability to manage multiple sourcing projects simultaneously. Experience using AI-enabled procurement platforms and digital sourcing tools is strongly encouraged.

Job Responsibilities (Including, but not limited to):
  • Strategic & Tactical Sourcing Execution:
  • Develop and implement company-wide sourcing and procurement strategies.
  • Oversee sourcing activities and manage regional Purchasing Managers (Buyers).
  • Lead end-to-end sourcing events including RFIs, RFQs, and RFPs across direct and indirect categories.
  • Develop bid packages, scope documentation, pricing templates, and evaluation criteria.
  • Conduct commercial bid leveling and comparative analysis.
  • Partner with stakeholders to evaluate proposals and make award recommendations.
  • Ensure sourcing processes are compliant with internal procurement policies.
  • Drive value creation by identifying cost optimization opportunities and monitoring the execution of measurable savings through competitive sourcing, supplier consolidation, and commercial negotiations.
  • Direct Sourcing Support (Operational Categories):
  • Support sourcing of direct field-related materials and supplies as needed.
  • Source construction materials and supplies.
  • Source PPE and safety-related supplies in coordination with Safety teams.
  • Support rental equipment and field service sourcing initiatives.
  • Assist with supplier benchmarking and competitive market analysis.
  • Indirect Sourcing Activities:
  • Lead sourcing initiatives for indirect spend categories such as:
  • Professional services
  • IT hardware, software, and digital subscriptions
  • Fleet-related products and services (in coordination with Fleet Department)
  • Office and administrative services
  • Support contract renewals.
  • Supplier & Contract Management:
  • Negotiate pricing, commercial terms, rebates, and service level agreements.
  • Support contract drafting and review in partnership with Legal.
  • Maintain sourcing documentation and audit trail within procurement systems.
  • Technology & AI Enablement:
  • Utilize ERP and procurement platforms to manage sourcing workflows.
  • Leverage AI-driven procurement tools for:
  • Spend analytics
  • Supplier discovery
  • Contract review
  • Bid evaluation and benchmarking
  • Identify automation opportunities to improve sourcing cycle time and visibility.
  • Cross-Functional Collaboration:
  • Work closely with Operations, Project Management, Legal, Fleet, Safety, IT, and Finance.
  • Translate business requirements into clear sourcing scopes and bid packages.
  • Provide market intelligence and pricing trends to internal stakeholders.


Skills & Qualifications:

Required:
  • Bachelor's degree in Supply Chain, Business, Finance, or related field (or equivalent experience).
  • Minimum 5 years of experience in sourcing or procurement, preferably in construction, telecommunications, utilities, or infrastructure industries.
  • Experience leading RFIs, RFQs, and RFPs independently.
  • Strong negotiation and contract management skills.
  • Proficiency in ERP and procurement systems (such as Dynamics 365 or SAP Concur).
  • Strong analytical and Excel/data analysis skills.
  • Preferred:
  • Experience with AI-powered procurement or spend analytics platforms (example: Levelpath).
  • Experience in telecommunications, construction, or infrastructure projects.
  • Experience sourcing construction materials (fiber, conduit, handholes, vaults, hardware, etc.).
  • Familiarity with PPE sourcing and safety compliance standards.
  • Professional certifications (CPSM, CSCP, CPM) are a plus.
