Full Job Description
The Sr Manager, Policy Research works in ASCE's Government Relations office to advance ASCE's strategic priority of resilient infrastructure investment and innovation.

The Sr Manager, Policy Research is a proactive, well-organized, strong communicator and policy analyst, and plays a critical role in ASCE's Infrastructure Report Card program, supporting the national Infrastructure Report Card and providing day-to-day management of the development and release of state Infrastructure Report Cards by ASCE member sections and branches.

For state Infrastructure Report Cards, the Sr Manager will be the primary point of contact for members participating in state Infrastructure Report Card committees, from committee formation to research support, event planning, and ongoing outreach. The Sr Manager will provide guidance and counsel on Report Card methodology and research, make edits and content suggestions, recommend release strategies, and inform plans for continued advocacy at the state and local level, in coordination with ASCE media relations and state government relations staff. The Sr Manager will also contribute relevant content on InfrastructureReportCard.org.

For the national Infrastructure Report Card, the Sr Manager will assist ASCE's Committee on America's Infrastructure, the volunteer member body that oversees the Infrastructure Report Card program, with outreach on the newly-released 2025 Report Card for America's Infrastructure. The Senior Manager will coordinate preparations for the 2029 Report Card, including release planning and communications, as well as third party outreach through conferences and events.

The Sr Manager will support ASCE's partnerships with organizations that share ASCE's positions on resilient infrastructure investment and innovation. The Sr Manager will also be responsible for monitoring infrastructure efforts and reports from other organizations, tracking emerging issues and trends.

The Sr Manager will also help with a variety of projects and tasks related to the Infrastructure Initiatives team, including:
  • Lead day-to-day project management of state Infrastructure Report Cards, including coordination with all state Report Card committees, methodology and research guidance, editing, and ongoing outreach, as well as web-based content.
  • Engage regularly with the Committee on America's Infrastructure on the status of state Infrastructure Report Cards.
  • Strengthen the quality of Report Cards through technical assistance on research and writing for state Report Card Committees.
  • Assist ongoing efforts to develop and promote the national Infrastructure Report Card and create and plan materials, programs, and events that increase awareness of the need to improve the nation's infrastructure.
  • Promote state Report Card research in ASCE's state and local advocacy efforts.
  • Advance ASCE's partnerships and participation in coalitions advocating for infrastructure investment and improvement.
  • Coordinate and prepare for ASCE's participation in conferences and speaking engagements related to infrastructure investment and improvement.
  • Promote online content at InfrastructureReportCard.org, covering state and regional report cards and infrastructure news and trends.
  • Represent ASCE through occasional travel to in-person trainings, external partner events, and related conferences.
  • Proactive outreach to ensure strong working partnerships with volunteers and state/local officials.

Ideal candidates will have:
  • A bachelor's degree (master's degree a plus)
  • 5 years' experience with a professional society or trade association engaged in infrastructure policy
  • Strong written and verbal communication skills with demonstrated project management expertise
  • Experience contributing to fact-based and bipartisan policy reports, as well as creating polished presentations
  • Experience with ArcGIS software a plus

This position has hybrid work from home flexibility and is based in ASCE's Washington, DC office location.
