Overview

The Senior Manager Projects is responsible for the capital project portfolio of all current and future capital and expense projects at the Celanese Bishop, Texas Site. This role leads the Project Engineering group which is a multi-disciplinary team that executes projects at a world-scale, integrated chemical and polymer manufacturing plant.  Core competencies include project management, construction management, scheduling, planning, mechanical, I&E, civil, and contract engineering. The projects executed by this team support plant operations, environmental compliance, plant reliability, facilities, infrastructure, road & grounds. This leader will manage ~$30M annually between 2 different business lines.

Responsibilities

 

  • The role requires skilled project management experience and leadership to coordinate various project activities to meet customer expectations, including overall project portfolio execution within acceptable quality levels without compromising safety and reliability.
  • Responsible for the annual development and portfolio management of the capital project plan, supporting two different business lines with ~100 projects active in various stages of execution.
  • Actively manage site capital spending forecast and update the site 5-year capital plan.
  • Track capital expenditures for adherence to capital policies and approved project-spending limits.  Review, quality check and approve capital requests prior to funding approval by Senior Leadership.
  • Support unit outages and turnarounds annually with capital project management. 
  • Assist with implementation, collection, data storage, and publishing of project metrics and reports.
  • Gate keeper for all project ideas submitted for execution. Work with Project Managers and customers to review project plans and project economics to ensure projects are justified. 
  • Communicate, maintain and administer procedures, policies, plant direction/results and programs.
  • Provides project updates to numerous audiences, including Senior Leadership.
  • Develop and communicate clearly defined roles, responsibilities, standards, and expectations for direct reports and ensure performance through leadership, coaching, development and effective use of performance feedback processes.
  • Maintain and update project work process and associated work process tools.
  • Ensure that appropriate resources, necessary tools, and equipment are available for employees to perform their functions.
  • Ensure an efficient project engineering organization and operations structure. Manage resident support contractors – both design and field execution.  Lead decisions on contracting strategy and selection of contractor(s). Ensure proper resource staffing.  Determine staffing levels required and integrate internal and external resources.
Qualifications

Required Experience

  • 4-year bachelor’s technical degree (Mechanical, Electrical, Civil, Chemical engineering or other technical).
  • Professional Engineer (PE) certification is advantageous
  • 10+ years of relevant work experience
  • Demonstrated strong leadership skills. 5+ years of team leadership and management experience. 
  • Experience in a chemical manufacturing environment – chemicals or petro-chemicals
  • High degree of knowledge/understanding of project-related functions (Engineering, Design, Procurement, Fabrication, Construction).
  • Advanced knowledge of budgeting, cost controls and purchasing as it relates to project expenditures. 
  • Demonstrated ability to execute and drive projects to completion.

Desirable Knowledge/Skills/Abilities:

  • Professional Project Management certification an advantage.
  • Working knowledge of OneSAP and Project Systems module
  • Six Sigma certification
