Sr. Manager, IT Procurement & Vendor Management

Location: Pittsburgh, PA (Hybrid)

Reports to: Director, IT Infrastructure

Purpose

The Sr. Manager, IT Procurement & Vendor Management is the founding seat of an IT procurement and vendor management function at PANTHERx Rare. This role centralizes vendor sourcing, contract negotiation, vendor lifecycle management, renewal strategy, and vendor risk posture across PANTHERx's IT portfolio. The Sr. Manager owns IT vendor relationships from intake through renewal, manages the contractor and staffing vendor portfolio including active reduction programs, and establishes the operating playbook that will scale to support PANTHERx's broader procurement maturation over time. This is a founding role for a function that will expand enterprise-wide. The Sr. Manager works in close partnership with the Head of IT on strategic vendor engagements; with peer IT Directors across Quality Assurance, Informatics, and Data & Analytics on vendor work originating in those organizations; and with Finance, Legal, and Security on contract economics, T&Cs, and vendor risk. The role is intentionally an individual contributor seat during its founding phase, designed to install the discipline and prove the value of the function before any future team expansion.

Responsibilities

  • Leads IT vendor sourcing, including vendor evaluation, RFP execution, due diligence, and selection support, in close partnership with Legal and Finance.
  • Negotiates IT vendor contracts including MSAs, SOWs, license agreements, NDAs, and amendments; establishes and maintains standardized terms and conditions, contract templates, and negotiation playbooks for IT vendor work.
  • Owns the IT vendor renewal calendar and renewal strategy, ensuring renewals are tracked, prepared for, and negotiated rather than auto-renewed at vendor list pricing; identifies and acts on consolidation opportunities at renewal points.
  • Owns IT contractor and staffing vendor relationships, including management of contractor reduction programs: contract scope ramp-down, exit terms, knowledge transfer obligation enforcement, and performance documentation in partnership with affected IT leadership.
  • Establishes and operates the IT vendor lifecycle framework including onboarding, security and risk review, kickoff, periodic scorecard, QBR cadence, and renewal or exit planning.
  • Maintains a vendor scorecard for Tier 1 strategic IT vendors covering SLA performance, contract compliance, security posture, and relationship health; facilitates QBRs and surfaces performance issues, escalations, and renewal positioning to IT leadership.
  • Owns the IT vendor risk assessment process, including HIPAA Business Associate Agreement execution and tracking, SOC 2 review, and BCP and DR posture validation; maintains a vendor risk register and partners with Security on remediation.
  • Reports IT vendor spend trends and category analysis to IT leadership; partners with Finance on annual IT vendor budget planning, capex and opex categorization, and spend optimization initiatives.
  • Documents and maintains the IT procurement and vendor management playbook - process flows, decision criteria, templates, and metrics - designed to scale as the function matures and expands across the enterprise.
  • Partners across IT (Infrastructure, Applications, Quality Assurance, Informatics, Data & Analytics) on vendor work originating in those organizations; coordinates with Finance and Legal on contract economics and T&C reviews; coordinates with Security on vendor risk and compliance.
  • Represents PANTHERx in vendor executive escalations, contract disputes, and high-stakes negotiations; manages vendor relationships at the account-executive and partner-leadership levels.


Required Qualifications

  • 8+ years of progressive experience in IT procurement, vendor management, technology contract negotiation, or a closely related field.
  • Demonstrated experience leading vendor negotiation and contract execution for technology engagements: SaaS, IaaS, software licensing, professional services, and contractor or staffing agreements.
  • Hands-on experience with MSAs, SOWs, NDAs, license agreements, and the full lifecycle of enterprise IT contracts.
  • Proven track record of vendor consolidation, cost reduction, and renewal negotiation outcomes with measurable savings results.
  • Strong financial literacy; able to evaluate vendor proposals, model TCO, and translate vendor economics for non-financial audiences.
  • Comfortable partnering with Legal and Finance as a peer; able to operate independently within established terms and conditions frameworks.
  • Strong communication and stakeholder management skills; able to represent IT to vendor executives and internal stakeholders across IT, Finance, Legal, and business leadership.
  • Demonstrated experience standing up or maturing a procurement or vendor management function - installing structure where informal practices previously existed.


Preferred Qualifications

  • Healthcare, specialty pharmacy, or regulated industry experience, with familiarity with HIPAA Business Associate Agreement requirements.
  • Familiarity with vendor risk management frameworks such as SIG, NIST, or ISO 27001-aligned vendor assessments.
  • Experience managing large contractor or staffing vendor relationships, including ramp-down or exit programs.
  • Familiarity with vendor management tooling such as Coupa, Ariba, Ironclad, Sirion, or equivalent.
  • Negotiating experience with major IT vendors such as Microsoft, Databricks, AWS, Azure, Dell, Cisco, or large managed service providers.
  • Certifications such as CPSM, CPM, ITIL, or equivalent procurement and vendor management credentials.
  • Bachelor's degree in Business, Finance, Information Systems, Supply Chain Management, or related field, or equivalent experience.


Work Environment

This position works in a home office and professional office environment. When in-office this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines, and communications via MS Teams.
