Job Description:

L3Harris is seeking an Information Security Systems Engineering Manager to lead a team in developing and implementing secure systems. This role focuses on ensuring the security of information systems, networks, and data throughout the lifecycle of major weapon systems. Key responsibilities include leading security engineering activities, developing and implementing security solutions, and ensuring compliance with relevant standards and regulations. Works closely with Government customers, program managers, and chief engineers to ensure that the security protection needs, concerns and requirements are defined and implemented with appropriate fidelity and rigor, early and in a sustainable manner throughout the life cycle of system that results in obtaining and maintaining security authorizations.

Essential Functions:
  • Communicates within and outside of the organization to influence leadership to accept new practices, approaches, and concepts.
  • Track all assigned systems for A&A (Assessment and Authorization) status and oversee accreditation/re-accreditation actions.
  • Responsible for improving upon existing processes or establishing new processes and systems.
  • Forecast Systems Engineering Manpower needs based on Program and Potential demand forecast.
  • Establish training requirements for continued professional development of the team to meet business goals.
  • Responsible for creating workforce and staffing plans.
  • Active Secret clearance with the ability to obtain/maintain TS/SCI.
  • Work is 100% on-site and cannot be accomplished remotely.


Qualifications:
  • Bachelor's Degree in an appropriate engineering discipline (Electrical, Mechanical, Systems, Software, Physics, etc.) and minimum 12 years of prior relevant experience.
  • Graduate Degree and a minimum of 10 years of prior relevant experience.
  • In lieu of a degree, a minimum of 16 years of relevant prior experience.
  • Demonstrated systems engineering understanding to include requirements management, implementation, integration, and test.
  • Demonstrated technical understanding of server-class computer systems and networking such as those commonly found in data centers.
  • Demonstrated experience leading security engineering teams with responsibilities for security control implementation, documentation, and continuous monitoring.
  • Demonstrated ability to work with US Government approving authorities to obtain Authorities to Operate (ATOs) based on Risk Management Framework and NIST 800-53 controls.
  • Demonstrated experience establishing guidance, accountability, and best practices both within the team and across the larger program organization to embed cybersecurity within all phases of product development.
  • Demonstrated experience building effective relationships with key stakeholders across product teams, chief engineers, project engineers, program managers, and customer community.


Preferred Additional Skills:
  • In-depth understanding of best practices for vulnerability management and compliance
  • Experience or proficiency with Linux and Windows administration, bash, Python, Ansible, PowerShell scripting, Python, Windows PowerShell, Nessus, Wireshark, Nmap, Elastic Stack (Elasticsearch, Logstash and Kibana).
  • Excellent understanding of Linux audit and logging system architecture. Good understanding of directory services - Active Directory and LDAP.
  • Agile software development/management experience including in application hardening through code scanning (with tools like Coverity/Fortify) and vulnerability mitigation
  • Certifications - Sec+, CySA, CASP, CISSP., Security+.
  • TS/SCI and CI Poly.
