Job Function:

The Manager, Facility Operations provides strategic leadership and oversight of the execution of enterprise-wide facility operations across Hydro One's diverse portfolio of administrative, operational, and critical infrastructure facilities. This position oversees outsourced facility management partners and service providers, driving operational excellence through strong vendor governance, performance management, and continuous improvement initiatives. This role serves as a key escalation point for complex operational, contractual, financial, labour relations, and stakeholder issues, balancing risk management with customer service and business needs.

General Accountabilities:
  • Manage staffing needs, interview/selection process, staff development and adherence to HR/Corporate policies and administer department budget. Plan, organize and schedule the group's work; monitor work progress and quality; conduct performance reviews and provide direction on problem areas.
  • Support the Director, Facilities & Real Estate in effectively planning, managing, monitoring and controlling the execution of all aspects of the outsourcing governance and outsourcer project approval functions including the preparation and presentation of reporting to the contract governance boards and committees on results and issues. Lead the governance process and future development.
  • Lead staff in the development of the facilities outsourcing program business plan and budget on an annual basis.
  • Oversee the management of the facility related projects, approval process and cost savings program initiatives.
  • Work closely with a variety of groups within the Company (e.g. Stations, Asset Management, Human Resources, Supply Chain Services groups) on several aspects of the outsourcing program, including change proposals, business plan, budget, business case approvals, benchmarking, projects, audits, contract disputes, preparation of materials for senior management and Hydro One Board of Directors, continuous improvement initiatives, etc.
  • Lead development of recommended strategies and policies related to the facilities outsourcing program and/or projects as it relates to compliance with the outsourcing contract.
  • Recommend strategies, tactics and positions for the Company to adopt related to negotiation issues requiring the approval of the Executive Committee or Board of Directors. This requires conducting risk assessments and business analysis for the purpose of making the recommendations based on well-founded business cases. The assessments and business cases are to be developed with the aid of multi-disciplined teams that have accountability for various business issues, which may impact revenue requirements, regulatory reporting and compliance issues.
  • Lead the division in the development of evidence in support of the Company's revenue requirement and regulatory rate applications in both the Transmission and Distribution businesses.
  • Participate in meeting legal, regulatory and market rules requirements by developing information related to outsourcing strategies, policies and standards, results as required to support submissions to the Regulator. Advise on implications of contract change, strategic direction and business planning across Corporate Services. Assess and advise on opportunities and liabilities that could have an impact on asset value and revenue.
  • Work with facilities outsourcing service providers and key stakeholders inside and outside of Hydro One as required to foster and develop continuous improvement initiatives in the outsourcing program. Liaise with specialists within and outside the company for the exchange of data and consultation in areas of mutual interests and to integrate the recommendations into the overall strategies, policies and work methods. Make progress reports to Director, Facilities & Real Estate and stakeholders at significant stages of work development.
  • Provide advice and deliver communications products to external stakeholders, corporate and line of business staff to assist in their understanding of the outsourcing program, related contract terms, policies and strategies, as required.
  • Ensure day-to-day facilities needs are addressed by the facilities outsourcing service provider to the terms of the contract, thus providing a safe environment for our staff. Ensure compliance with necessary regulations, policies by same.
  • Review yearly the scope of work outsourced to ensure correctness to needs of Hydro One. Working with the facilities outsourcing service provider makes necessary contractual work scope changes to ensure alignment to needs/value. Address issues and provide necessary directions to resolve or escalate.
  • Execute signing authority as specified in the Organizational Authority Register. Make recommendations to Director Facilities & Real Estate on effectiveness of governance team members for future involvement in outsourcing matters. Assist with the formulation of process improvements to streamline governance processes.
  • Establish a comprehensive understanding of all contract terms, outsourced business processes, financial control points, legislation, rules, licenses and codes, policies and procedures and act as the subject matter expert within the Company in specific areas, including providing contract interpretation and ensuring all the necessary processes and products are in place to ensure compliance.
  • Contribute and collaborate with the Planning and Strategy Manager to develop workplace strategies and execution plans.
  • Responsible for implementation of workplace strategies and plans including the development of Capital Projects.
  • Responsible for the execution and delivery of Capital Projects to meet F&RE In year and multi-year Capital Program.
  • Develop and implement workplace occupancy plans and initiatives. Support strategic corporate objectives.
  • Responsible for Building/Site Asset and Lifecycle Management program.


Managerial Accountabilities:

Manage the unit and achieve the approved programs and targeted results through:
  • Set the appropriate context for team (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.)
  • Set an effective framework of policies and procedures for the work of the unit
  • Know and ensure own and team's compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit
  • Establish a two-way working relationship with team to solicit their views on conditions and potential changes effecting their work, and continuous improvement opportunities.

Maintaining a team who are capable of producing the outputs required:
  • Ensure team members are able and willing to produce the desired output, and that team managers continually improve the processes for achieving the outputs
  • Assess staff capability to do the required work, now and in the future
  • Conduct personal effectiveness reviews of team managers/specialists to build relationships and trust, and to improve effectiveness

Mentor and counsel staff-once-removed Providing leadership to team, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:
  • Translate the corporate goals and objectives into a direction which guides the work of the unit- communicate that direction to all staff
  • Define specific tasks for team which are required to achieve desired results and/or to accommodate changes required within the business operations
  • Communicate expectations regarding the collateral relationship among team
