The PositionThe Senior Manager, Engineering & Construction is a senior position reporting to the Director of Engineering and Construction. This position is responsible for coordinating complex engineering and construction projects for the Southwest Florida International Airport (RSW) and/or Page Field General Aviation Airport (FMY). The primary role of this individual is to keep projects on schedule, under budget and fully coordinated. This position requires significant experience leading large-scale, multi-disciplined projects involving architectural, engineering, and construction elements.
The anticipated annual starting salary for the ideal candidate is $130,000 - $140,000Minimum Requirements- A valid Florida driver's license within 30 days of hire
- Graduation from an accredited four-year college or university with a degree in engineering, architecture, construction management/science or related field and a minimum of 10 years' experience in engineering, construction contract administration/management, program management, or an equivalent combination of education, training and experience, including work with increasingly demanding management responsibility, on large government, public works or airport improvement projects,
- Must successfully pass a comprehensive criminal background screening and drug test, and meet all requirements to obtain and maintain a Security Identification Display Area (SIDA) badge prior to employment
Preferred Qualifications- Certification as a Professional Engineer (PE), Architect, Certified Construction Manager (CCM), Program Management Professional (PgMP) or equivalent
- Experience with aviation-related projects, including Federal Aviation Administration (FAA), Florida Department of Transportation (FDOT), and Transportation Security Administration (TSA) coordination
Key Responsibilities- Manage complex projects involving multi-disciplined architectural, engineering, and construction elements
- Ensure projects are on schedule, within budget and fully coordinated
- Participate in construction contractor and consultant contract negotiations; design milestone meetings; pre design, pre-bid and pre-construction conferences; construction progress meetings; substantial and final completion meetings; and any other meetings as required to advance the necessary progression of development projects
- Coordinate extensively with Port Authority divisions, regulatory agencies, consultants, contractors, tenants, and stakeholders
- Develop and manage project budgets, schedules, reports, and construction documents; prepares justification statements, cost estimates, and scopes of work
- Prepare, negotiate, and implement professional service agreements and contracts for design, construction administration, and construction management
- Oversee contract compliance, quality assurance, and quality control procedures to ensure project excellence
- Provide supervision, guidance, and performance evaluation of subordinate staff and consultants
- Represent the Port Authority in design, bid, pre-construction, and construction progress meetings
- Provide recommendations to the Department Director regarding personnel, process improvements, and resource allocation
- Ensure projects comply with applicable laws, codes, regulations, and environmental requirements
- Contribute to maintaining positive morale and effective communication within the department/division

1) FRS Pension Plan - traditional retirement plan that offers a guaranteed monthly benefit upon vesting requirements

Flexible Spending Account(s)There are two (2) types of FSA reimbursement accounts that allows contributions to be deducted from each paycheck before taxes to cover expense with pre-tax dollars. This lowers your taxable income. 1) Medical Expense Reimbursement - covers out-of-pocket expenses for medical, dental and/or vision expenses; 2) Dependent Care Reimbursement - covers daycare costs for dependent children under the age of 13 or elderly adult daycare.
Life /AD & D InsuranceThe Port Authority provides this benefit at no cost to the employee. Employees are insured at an amount equal to the annual salary rounded to the next higher thousand dollars. The AD&D insurance provides additional coverage in the event the employee should lose their limb(s), eyesight or die.
Additional Life InsuranceThe Port Authority provides the employee with an option to purchase additional life insurance coverage for him/herself, their spouse and their child(ren).
Short Term DisabilityThe Port Authority provides the employee with short term disability coverage for him/herself at no cost to the employee. Benefits are paid to 60% of salary up to nine (9) weeks.
Long Term DisabilityThe Port Authority provides this benefit at no cost to the employee. Benefits are paid up to 60% of the employee's salary after being disabled for 60 consecutive days.
Direct DepositThe employee's payroll check is directly deposited into the bank of their choice.
