Position Summary:
We have an exciting opportunity to join our team as a Senior Manager, Decision Support - Policy & Strategic Projects.

In this role, the successful candidate Under the guidance of the Director of Decision Support, Strategy & Value Improvement and Government Reimbursement & Policy Analysis (DSS & GOV), the Senior Manager of Policy and Strategic Projects will play a key role advising on enterprise strategy through project leadership, high-impact analysis, and executive decision support. The role spans a broad range of strategic, financial, and operational initiatives, including financial strategy and modeling, government reimbursement, healthcare policy, and strategic projects. The Senior Manager will deliver timely, actionable insights to leadership on evolving risks and opportunities, supporting informed decision-making across the organization. The Senior Manager will partner closely with the DSS & GOV, Financial Planning, Budgets & Analysis, Government & Community Affairs, Strategy, Hospital Operations, and Regulatory & Compliance teams. This role will work directly with the Vice President on select high-priority initiatives, offering meaningful exposure to executive leadership and enterprise-level decision making. This position is well-suited for an analytically strong, proactive professional who excels at translating complex information into clear insights, leading projects from concept to completion, and contributing across a diverse set of organizational priorities in a dynamic healthcare environment. The DSS & GOV team provides analytical services, cost accounting, and benchmarking to identify opportunities, inform sound business decisions, and address complex healthcare challenges. The team includes 28+ team members, 5 clinical leads, and a fully dedicated IT group

Job Responsibilities:

Strategic Analysis & Enterprise Decision Support
o Lead and support high-visibility initiatives that inform enterprise strategy, financial planning, and operational decision-making
o Perform financial modeling, scenario analysis, and impact assessments across a range of projects
o Manage and analyze large internal and external datasets to support financial projections, benchmarking, and decision support
o Apply structured problem-solving and analytical rigor to complex, ambiguous, evolving questions

Executive Advisory & Communication
o Partner closely with the Vice President and senior leadership on select initiatives by translating complex financial information into clear, concise, and actionable insights in executive-ready written materials and presentations
o Advise leadership on strategic implications, risks, and tradeoffs to support enterprise decision-making
o Develop and present compelling narratives that connect strategy, risks, and opportunities to financial impact
o Represent the department in internal and external discussions related to healthcare finance, reimbursement, policy, etc.

Cross-Functional Project Leadership
o Manage projects end-to-end, including scope definition, timelines, stakeholder coordination, and deliverables
o Collaborate across Finance, Government Affairs, Strategy, Operations, and Regulatory & Compliance to advance shared priorities
o Support advocacy efforts and external engagement through data-driven analysis and insights
o Assist in the development of dashboards, tools, and presentations that improve transparency and decision-making

Healthcare Policy, Reimbursement & Financial Impact
o Identify and lead initiatives to optimize reimbursement and mitigate financial risks associated with policy and regulatory changes, while partnering closely with the Vice President
o Develop policy-informed recommendations to support organizational strategy and federal and state priorities
o Serve as an internal subject-matter expert on the financial and operational impacts of healthcare policy and reimbursement changes by assessing federal and state healthcare policy developments relevant to organizational priorities (e.g., Medicare, Medicaid, value-based programs)
o Evaluate short- and long-term financial and operational impacts and integrate policy and reimbursement insights to support value improvement efforts, regulatory reporting requirements, and compliance
o Maintain a comprehensive view of cumulative policy impacts across programs, budgets, and planning horizons

Special Projects & Continuous Improvement
o Lead special projects and ad hoc analyses aligned with evolving enterprise priorities
o Demonstrate intellectual curiosity and a willingness to learn new subject areas while adapting to evolving organizational needs
o Continuously improve project management practices, analytical approaches, and communication materials
o Develop and maintain dashboards and visualizations to track reimbursement trends and policy impacts
o Collaborate with IT and data governance teams to enhance data quality, accessibility, and accuracy for financial modeling

Minimum Qualifications:
To qualify you must have a Minimum of a B.A., ideally with an MBA/MPA or related degree. At least 5-6 years of overall professional experience; ideally 5+ years of broad financial and operations management experience. Technology savvy with experience selecting and overseeing software installations and managing relationships with software vendors; knowledge of budgeting, accounting, and reporting software. Commitment to training programs that maximize individual and organization goals across the organization including best practices in human resources activities. A successful track record in setting priorities; keen analytic, organization and problem solving skills which support and enable sound decision making. Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders. A multi-tasker with the ability to wear many hats in a fast-paced environment. Personal qualities of integrity, credibility, and dedication to the mission of NYULH. Proficient in Microsoft Office including excel; knowledge of Alteryx or other AI tools strongly preferred. Excellent communication and interpersonal skills are a vital part of this role in order to navigate the landscape of having multiple stakeholders at various levels of the institution expecting high quality and timely service. Must demonstrate an appropriate sense of urgency and prioritize accordingly.

Preferred Qualifications:
Masters degree in Health Administration (MHA), Public Health (MPH), Business Administration (MBA), Public Policy (MPP), Economics, Business, or a related field, or equivalent experience.
4-6 years of experience, including working within a large health system, hospital finance department, payer, or consulting firm.
Advanced proficiency with data visualization tools and predictive analytics techniques.
Knowledge of financial planning and modeling, hospital budgeting methodologies, value-based reimbursement strategies, government payment models or regulatory filings, and commercial payor reimbursement methodologies.

Qualified candidates must be able to effectively communicate with all levels of the organization.
