Full Job Description
Blue Sky Innovative Solutions LLC is seeking an experienced Senior Management Analyst - Implementation to support a high-visibility organizational transformation initiative for the Department of Homeland Security (Client) Cybersecurity and Infrastructure Security Agency (CISA). The program will help CISA strengthen how it operates in its role as the National Coordinator for the Security and Resilience of U.S. Critical Infrastructure, translate assessment findings into implementation, and provide the executive and operational support needed to embed improvements into day-to-day operations.
In this role, you will help lead the implementation pipeline for CISA's operational transformation. You will work with Federal sponsors and cross-functional teams to prioritize findings, organize and coordinate tiger-team activity, manage dependencies and decision points, and maintain momentum as changes move from analysis into implementation. The role requires strong judgment, executive presence, facilitation, and the ability to influence progress across organizational boundaries without relying on formal authority.

Location: Arlington, VA / Hybrid - must be available to work on-site at CISA facilities as required
Schedule: Full-time, generally Monday-Friday, 8:00 AM-5:00 PM ET
Clearance: No active security clearance required
Security Requirement: Must be able to obtain and maintain the required Client Fitness Determination and access authorization; a recent favorable Client Fitness Determination is preferred
Certification: None required unless otherwise noted below
Experience: 7+ years of relevant organizational transformation, implementation, management consulting, program analysis, or cross-functional change experience

WHAT YOU'LL DO
  • Manage and prioritize the implementation pipeline as assessment findings mature and Government decisions are made.
  • Help translate transformation priorities into structured implementation initiatives with clear objectives, owners, milestones, dependencies, and decision points.
  • Coordinate Federal sponsors, tiger teams, subject-matter experts, and affected stakeholders to advance operating-model enhancement efforts.
  • Facilitate senior-level and cross-functional working sessions focused on implementation decisions, operating procedures, coordination mechanisms, and issue resolution.
  • Identify cross-organizational dependencies, unresolved decisions, readiness needs, and implementation risks; develop options and drive timely resolution or escalation.
  • Support development of guidance clarifying National Coordinator responsibilities, roles, and operating expectations.
  • Guide development of implementation plans, progress measures, KPIs, trackers, and executive decision-support materials.
  • Integrate information from assessment, implementation, and operational workstreams to keep implementation aligned with current evidence and approved direction.
  • Provide senior analytical review and quality control for implementation products and recommendations.
  • Coach and coordinate Management Analysts supporting work packages, facilitation, analysis, guidance, KPI development, and progress tracking.
WHAT YOU BRING
Required
  • 7+ years of progressively responsible experience in organizational transformation, implementation, management consulting, program analysis, process improvement, or a closely related field.
  • Demonstrated experience leading or coordinating implementation of complex changes across multiple functions, organizations, or stakeholder groups.
  • Experience working directly with senior leaders or executive sponsors to frame decisions, resolve dependencies, and advance implementation.
  • Strong facilitation skills and the ability to manage differing stakeholder perspectives while maintaining progress toward a decision or outcome.
  • Strong analytical and systems-thinking skills, including the ability to understand dependencies, governance, decision rights, operational impacts, and organizational readiness.
  • Strong executive writing and presentation skills.
  • Excellent judgment, diplomacy, and professional discretion.
  • Ability to influence without formal authority and build productive working relationships across organizational boundaries.
  • Ability to remain composed, organized, and decisive in a fast-moving environment with incomplete information and changing priorities.
  • Demonstrated ownership, accountability, and follow-through on complex workstreams.
  • Ability to work on-site in Arlington, Virginia, as required and successfully complete Client personnel security and fitness processing.
Preferred
  • Experience supporting Federal organizational transformation, enterprise implementation, or operating-model initiatives.
  • Experience with Client, CISA, critical infrastructure, cybersecurity, national security, or another complex Federal mission environment.
  • Experience coordinating tiger teams, executive sponsors, governance bodies, or cross-agency working groups.
  • Experience developing implementation roadmaps, governance models, guidance, KPIs, or change-readiness approaches.
  • PMP, Prosci, Lean Six Sigma, Agile, organizational development, or comparable credentials.
  • Recent favorable Client Fitness Determination.
