Position Title: Senior M&E Specialist (Team Lead)Department: Monitoring, Evaluation, Research, and LearningLocation: United StatesReport To: Home Office Senior ManagementType: Full-timeClassification: ExemptClearance Required: Secret clearanceCitizenship Required: U.S. CitizenOverview: IBTCI is seeking a Team Leader for a Department of State Bureau of Counterterrorism (CT) Foreign Assistance Performance Evaluations contract proposal. If awarded this contract, IBTCI will conduct performance evaluations of CT's programming and produce reports providing findings, conclusions, and recommendations on how to maximize program effectiveness and return on investment. The contractor will be expected to complete at least three evaluations per year.
This is a one-year contract with two option years.
This is a full-time position contingent upon award.Essential Duties/Tasks and Responsibilities:The Team Leader will provide technical direction and overall guidance for all activities under this task order and supervise the work of all contractor staff. The Team Lead will also serve as the primary liaison to the COR and CT's POC.
RequiredKnowledge, Skills and Abilities: - Ability to effectively manage a team and subcontractors
- Demonstrated experience with foreign assistance, as well as a thorough understanding of CT's policies and strategic objectives.
- Demonstrated awareness of monitoring and evaluation policies of the Department of State.
- Ability to effectively interact with clients and stakeholders
- Strong quality control capabilities
- Ability to oversee and manage project budgets
- Previous Team Leader of Department of State evaluations strongly preferred.
Minimum Requirements: - At least ten (10) years of relevant experience (or 8 years with a PhD)
- Experience in designing and conducting large-scale evaluations, preferably involving law enforcement, counterterrorism and/or security assistance initiatives, internationally.
- Proven track record in leading, coordinating, and delivering comprehensive, large-scale monitoring and evaluation activities.
- Experience with evaluation of civilian security assistance.
- At least three (3) years of supervisory experience managing other staff.
- Proven ability to deliver quality written and oral products
- Active Secret Clearance
Education: Master's degree in a relevant field. PhD preferred.
Working Environment: Work is typically performed in an office environment, with some time spent in the field.
Supervisory Responsibility: This position has supervisory responsibilities of a team of individuals and subcontractors.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Travel: International travel may be required.

The anticipated pay range for this position is $134,000 - $180,000 USD annually.
