Senior Lead Consultant, Air Quality - New York, NY

Job Description

Tasks and Responsibilities
• Lead and execute complex air compliance projects, develop new clients and air compliance project opportunities, and enhance existing client and regulator relationships.
• Duties include: prepare air compliance project plans and develop proposals for environmental compliance-related work; lead technical evaluations of air quality (AQ) data, conduct air permitting and compliance regulatory reviews, and conduct first-pass peer review and quality assurance on the work generated by other team members.
• Train junior staff in air dispersion modeling, permitting, and compliance; lead AQ dispersion modeling tasks needed for air permitting and compliance reporting, develop AQ modeling-related documents including modeling protocols, reports, and summaries of results, and perform independent research and problem solving regarding state and federal modeling guidance.
• Generate all aspects of air quality (AQ) dispersion model input data, review and analyze model output data with oversight from managers, and develop and maintain scripts to facilitate and expedite the generation of model inputs and outputs, ensuring compliance using regulatory guideline models.
• Engage with other senior practitioners and clients to advance RAES' energy, water, environment and health brands by aligning client technical needs with appropriate expertise, to develop the company's standing with external stakeholders.
• Participate in technical societies and attend internal and external conferences consistent with individual and divisional goals.

Additional duties include:
• Participate in and/or facilitate meetings with regulatory agencies.
• Prepare and quantify emissions estimates, including emission calculation spreadsheets and data-bases for stationary and mobile sources.
• Critically review and interpret local, state, and federal environmental regulations, compile and draft regulatory applicability determinations and communicate findings to co-workers, clients, and regulatory agencies.
• Assist in developing and managing federal and state air permit applications and regulatory compliance reports (i.e., Title V and MACT compliance reports, emissions inventories, Toxics Release Inventory [TRI], Tier II, etc.) for multiple states.

Experience must include working with environmental consulting, including air modeling (AERMOD, SCREEN3, and AERSCREEN), permitting (PSD, NNSR, Title V Synthetic Minor/FESOP, and True Minor), and compliance reporting (Title V and MACT reports, emissions inventories, and Toxics Release Inventory). Domestic travel (~10%) for site visits and conferences. Limited telework permitted: must be in-office 2 days per week

The anticipated base salary range for this position is $139,235 to $140,000 yearly. This range reflects the compensation we reasonably expect to offer at the time of posting. Actual compensation will vary based on factors such as location, skills, experience, education, and internal equity. Because we operate across multiple U.S. markets, pay may differ depending on the cost of labor in specific locations. In addition to base salary, this position may be eligible for bonus, overtime or other forms of compensation and we offer a comprehensive benefits package that supports well-being, professional development, and work-life balance.
