Summary

Duties

Help

Develops and implements IT strategies aligned with organizational goals, ensuring effective execution across

specialized IT domains. Leads diverse IT teams, fostering professional growth, collaboration, and excellence in specialized areas such as UX, product development, software development, business partners, quality assurance, COTS development

and vendor management. Champions the evaluation and adoption of emerging technologies and best practices to drive innovation and improve service delivery and product development. Builds and maintains strong relationships with business partners, customers, and vendors, ensuring IT

strategies and projects align with stakeholder needs and expectations. Oversees the operational aspects of the IT department, ensuring efficient resource allocation, process

optimization, and delivery of high-quality IT services and products. Manages budgeting, financial forecasting, and resource allocation to ensure projects are delivered within

budget and contribute to the financial objectives of the organization. Other duties, as assigned.

Qualifications

  • BS degree in computer science, electrical engineering, telecommunications or a related field.
  • Strong knowledge of networking technologies (TCP/IP, DNS,DHCP, SNMP, etc.).
  • Experience with Cisco DWDM Optical platform.
  • Experience with Cisco data networking technologies and products.
  • Good command of Cisco CLI.
  • Strong understanding of Quality of Service (QoS) implementation in a Cisco centric enterprise network.
  • Experience managing Cisco firewalls, VPNs, and network security tools.
  • Strong knowledge of Cisco Unified Communications architecture and components such as Cisco CUCM, IM&P, Expressways, Session border controllers, and other UC applications.
  • Strong knowledge of voice signaling, media protocols, and troubleshooting.
  • Cisco CCNP level knowledge or higher.
  • Solid understanding of routing protocols, including, EIGRP, BGP and OSPF.
  • Experience with enterprise networking equipment and tools (e.g., F5, Infoblox, NetScout, Oracle).
  • Experience with cloud networking (AWS, Azure, or Google Cloud).
  • Knowledge of network automation tools and scripting (Python, Ansible)
  • Experience in a large or complex network environment.
  • Strong troubleshooting and problem-solving skills.
  • Excellent communication and leadership abilities.


Required Work Experience

  • At least eight years of experience in systems support, development or applications development, with at least 4 years of experience in a leadership role within an IT environment, demonstrating proficiency in managing, supervising, and developing professional and technical teams.

Working Conditions

  • Sedentary.
  • Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government lapse in appropriations, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.
  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during a government lapse in appropriations, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
  • The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays.
  • To meet the needs of the U.S. Senate, the person in this position will be required to work extended hours, outside normal business hours, which includes but may not be limited to holidays and weekends, as necessary.
  • To meet the needs of the U.S. Senate, the person in this position will be required to be on call, or report on-site on a rotation, within 24 hours.


Security Clearance

  • This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
