Description

Under the direction of the Director, Educational Technology and Information Services, the Senior Information Analyst performs a variety of tasks related to the design, development and delivery of custom reports, applications and dashboards that improve the effectiveness and relevance of data analytics; assists with application system selection, implementation, and data integration with current district systems; plans, designs, develops and maintains databases and database applications.

CURRENT VACANCY: One full-time position (8 hrs./day, 12 mos./yr.) with the Educational Technology and Information Services, at the Administration Center. The position includes full district-paid benefits for employee and dependants. Maximum District contribution to the health insurance plan is $34,732.44 per year.

-Develop, coordinate and monitor district databases and database applications, including but not limited to: Student Information, Nutrition Services, and Library Systems.
-Deploy web servers as it pertains to the Student Information System or other systems as necessary.
-Perform duties as the data integration specialist; assess needs for newly proposed applications and educational tools and convert those needs to technical specifications and requirements.
-Act as a liaison between the district and application vendors to ensure the technical needs and interests of the district are met.
-Build complex reports and interactive data visualizations that query information across multiple databases.
-Plan and develop data dashboards that monitor district's progress in meeting LCAP goals and other targets as required; create and manage dashboards in Q District Pulse and Microsoft Power BI.
-Assist in the planning and analysis of data points to include on custom reports and dashboard.
-Compose technical and non-technical materials as well as provide training on the effective use of dashboards/tools.
-Perform related duties as assigned.
Employment Standards

Minimum Requirements:
Two years of recent experience in the usage of various databases, including Structured Query Language (SQL), and creation of custom reports.

Desirable Qualifications:
A bachelor's degree in related field is highly desirable.
Experience with Q Student Information System is highly desirable.
Certificates and/or completed courses in job-related field are desirable.
Written and oral proficiency in a second language.

Probationary period: 130 days of paid service.
After an offer of employment, a candidate must submit proof of freedom from tuberculosis. Also required after an offer is accepted, the candidate must complete a pre-employment physical examination and obtain fingerprint clearance through the Department of Justice and the Federal Bureau of Investigation (district-paid). The onboarding process includes legally mandated training(s) and reference checks. In addition, pursuant to Senate Bill 848 (SB848), the district is required to conduct reference checks that include inquiry into whether the applicant has ever been the subject of a credible complaint, investigation, or disciplinary action related to child abuse, sexual misconduct, or sexual harassment.

Benefits for permanent employees who work 4 or more hours per day include medical, dental, vision and life insurance.

Salary: The beginning and ending salary steps are shown on each examination announcement. Permanent employees with satisfactory service receive salary increases upon completion of their probationary period and at one-year intervals thereafter, up to the maximum rate.

Holidays: Regular classified employees are entitled to pay for authorized holidays, provided they were in a paid status during any portion of the working day immediately preceding or succeeding the holiday.

Sick Leave: One day of sick leave earned per month, accumulation is unlimited.

Retirement: All new employees who work half time or more must become members of the California Public Employees Retirement System and the Federal Social Security program. Contributions are withheld from salary. Employees may become eligible for retirement at age 50 with a minimum of five years service.

Examination Process: A review of the applicants' experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the district will be invited to participate in the next step of the examination process. The examination process will consist of one or more related test parts covering any subject matter appropriate to the duties of the position. Qualified applicants will be advised of the test components and weights prior to the administration of the first test part.

Eligibility List: Candidates successfully completing all phases of the application and examination procedure will be ranked on the appropriate eligibility list according to their total examination scores. This list is normally in effect for one year.

Classification: When a vacant position is to be filled, the top three reachable ranks from the eligibility list are contacted for employment interviews. The supervisor of the vacant position will interview those candidates and may make a selection from any one of them. Depending on the vacancy, current employees in the same classification who have a transfer request on file, may also be interviewed. New employees must serve a six-month or one-year probationary period, depending on the classification involved.

Fingerprint Requirement: California state law requires that all classified employees be fingerprinted. Candidates are responsible for paying the fees.

Certificate of Tuberculosis Examination: New employees must furnish proof that within the last 60 days they have had a Mantoux tuberculin skin test.

Accommodation: In compliance with the Americans with Disabilities Act, applicants with disabilities may request that reasonable accommodation be given related to the actual examination process. Requests must be made at the time of application.

Physical Examination: Employees must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. As a condition of employment, all prospective new hires must receive District approval relating to their fitness to work based on a physical examination. Tests must be given by a District-approved physician.

Mandatory Child Abuse Reporting Training (AB1432): As a state requirement, all prospective employees of the district are required to complete the Mandated Reporter Educators Training course, prior to their start date of employment. The training must also be completed annually thereafter.

Veterans Preference: Five additional points of credit are added in entry-level examinations to the final passing score of qualified veterans showing 30 days or more service during time of war (10 points for disabled veterans) upon presentation of proof of veterans' status (Form DD-214). This evidence must be presented during the examination procedure. No credit will be given after this period.
