The Digital Modernization Sector at Leidos is seeking a Senior Industrial Security Representative (ISR)/Contractor Program Security Officer (CPSO) supporting work in Alexandria, VA.

The ISR/CPSO is responsible for safeguarding industrial installations, resources, utilities, materials, tools, and information essential to the organization’s operations. Protects and manages classified information and equipment developed by, or entrusted to, the organization, requiring in-depth understanding of security policies, procedures, and oversight requirements for the proper classification, access, handling, storage, and destruction of classified or sensitive material. Responsible for developing, implementing and analyzing programs ensuring adherence to federal laws, regulations and directives for the classification management. Responsible for management of clearance prescreening, verification and maintenance, including upgrades or downgrades, crossovers of existing clearances, continuous vetting, and periodic reinvestigations at all clearance levels. Responsible for foreign visitor and facility access, special and restricted access programs, briefing and debriefing individuals on requirements and responsibilities of privileged access to sensitive programs. Senior levels may also include oversight of threat mitigation, including the planning, development and management of corporate asset protection programs.

The ISR/CPSO works under the guidance of the Leidos Defense & Intel IT, Business Area Security Manager in the application of Leidos security standards and practices to existing government facilities identified by the contract.

The ISR/CPSO is responsible for implementing the industrial security program and ensuring company and customer security requirements are met. The ISR/CPSO will directly support the customer and be committed to protecting classified information, assets, and secure spaces. The candidate will serve as a security team member and will directly interface and collaborate with key leaders and customers. Specifically, the candidate will safeguard all assets and information and process/manage OSS and SCIF access control requirements and visit requests. This position will provide security management and implementation of security policies and procedures within the facility. Areas of emphasis are physical security, information security, OPSEC, and verification of clearances/accesses. The ISR/CPSO will be required to interact with and provide security support to DoD officials. Other duties may be assigned as needed.

Primary Responsibilities
 Conduct ISR/CPSO duties in the following areas: Management, maintenance and accreditation preservation of Open Storage Spaces (OSS) and Sensitive Compartmented Information Facilities (SCIFs).Processing of Prime and Sub DD254s; escorting uncleared personnel/visitors; update and maintain facility checklists; conduct routine/annual inspections; maintain databases; respond to emerging security-related issues; process outgoing visit requests and validate incoming visit requests;
 Conduct Personnel Security processing actions including requesting, reviewing, approving, and submitting clearances packages up to and including SCI nomination packages in accordance with customer requirements.
 Maintain Personnel Security databases to track new employee security clearance actions and annual security training completion status.
 Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
 Coordinate within Leidos with security professionals, program managers, capture managers, counterintelligence investigators.
 Coordinate with external stakeholders, such as government customers, oversight authorities (e.g., DCSA, IC SSOs and AOs), OSS & SCIF accreditation inspections.
 Document compliance activities in accordance with the governing authority approved authorization package.
 Use centralized services and databases to record clearances, incident reports, movement of personnel, visit requests, etc. to inform the collection of robust performance metrics and location of personnel around the globe.
 Ensure cleared personnel are completing and maintaining required security education and training.
 Ensure proper protection and corrective measures are taken when an incident or vulnerability is discovered.
 Conduct customer required inspections of OSS & SCIFs, upload results to customer databases.

Basic Qualifications
 Typically requires a BA degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience.
 Prior experience as a Facility Security Officer and CPSO
Through working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directives (ICD) and Security Executive Agent Directives (SEADs).
 The position requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction, customer service orientated.
 Commitment to security - creating and delivering the highest value to customers.
 Ability to interpret company and government security policies and apply them to program operations.
 Strong understanding of Physical Security requirements for OSS, SCIFs, and collateral Restricted Areas. Specifically ICD 705 standards.
 Experience with and working knowledge of ICD705
Working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.
 Thorough understanding and working experience with government and corporate security databases such as NISS, DISS, eQIP and SIMS
 Thorough experience consolidating SCI nomination packages for submission to customer. Experience reviewing SF 86s, Foreign Contact Forms and other supplemental forms
 Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
 Ability to develop and establish an effective security awareness, training, and education program. Assist in executing the requirements set forth in the Technology Control Plan (TCP) for foreign visitors.
 Communicates with parties within and outside of own area, which may include external constituents depending upon the area. Requires ability to influence others outside of own area on policies, practices, and procedures.
 Candidate must possess an active TS/SCI access with a CI poly.
 Extensive experience with classified and unclassified networks and facility clearance requirements.
 Demonstratable experience communicating information security and risk-related concepts effectively to both technical and non-technical audiences.
 Strong problem-solving and analytical skills and demonstrate poise and ability to act calmly and competently in high-pressure, high-stress situations.
 Attention to detail and a high level of accuracy are a must.
 Must be able to work in a constantly changing regulatory environment with short-, mid-, and long-term timelines for remediating any non-compliance.
 Must be highly organized with excellent oral and written communication skills; excellent time management and multitasking skills.
 Must be able to proofread for accuracy, completeness, grammar, and format.
 Computer literacy: Proficient in Microsoft Suite to include Word, Excel, Outlook, and Access.
 Prior experience in Personnel and Industrial Security.
 COMSEC Custodian certificate or experience
 Must have a TS/SCI security clearance.

Preferred Qualifications
 FSO training certificate for possessing facilities from DCSA
 Industrial Security Professional (ISP) Certification or Certified Protection Professional (CPP)
 Courier preparation procedures
 Experience developing and implementing SOPs, EAPs and OPSEC plans.
 Knowledge of Access Control and Intrusion Detection Systems
 Experience conducting Security incident inquiries.
