Overview

Nakupuna Companies is seeking a Senior Human Capital Support Specialist in support of the Department of State (DoS) Bureau of Global Acquisitions (GA). DOS has a robust Acquisition Program with an average annual spend portfolio of ~$12 billion executed through approximately 25,000 contract transactions and $4.7 billion executed through approximately 1,200 federal assistance (grants) awards supporting a diverse mission set. GA reports to the Undersecretary for Management and has three organizational elements to include: Acquisition Management Directorate (GA/AM), Acquisition Policy Directorate (GA/AP), and Federal Assistance Directorate (GA/FAM).

Responsibilities

  • Serve as a Human Resources Business Partner (HRBP) providing comprehensive human capital support to GA leadership and staff
  • Advise on and facilitating government employee personnel actions including promotions, realignments, transfers, details, and reassignments in accordance with Department of State HR policies and procedures
  • Coordinate with the Bureau of Global Talent Management (GTM) and other Department HR offices to process personnel actions and ensure compliance with federal HR regulations
  • Provide guidance on position management, including position descriptions, classification, and organizational structure changes
  • Support workforce planning initiatives and analyzing staffing requirements to meet mission objectives
  • Assist with performance management processes including performance plan development, mid-year reviews, and annual performance evaluations for government employees
  • Advise managers on employee relations matters, leave administration, and HR policy interpretation
  • Coordinate recruitment and staffing activities for government positions including vacancy announcements, applicant screening support, and onboarding coordination
  • Serve as liaison between GA and Department HR offices on policy updates, system changes, and procedural guidance
  • Provide training and guidance to supervisors and employees on HR processes, systems, and policies
  • Assist with organization change management and communication strategies related to personnel matters
Qualifications

Skills/Qualifications:

  • Minimum five (5) years of experience as an HR professional supporting federal government agencies, with at least two (2) years in an advisory or leadership capacity
  • Expert knowledge of federal HR regulations, policies, and systems (e.g., OPM regulations, Title 5 CFR, USAJOBS, USA Staffing, HR Connect or equivalent HRIS)
  • Extensive experience with complex personnel actions including SES appointments, adverse actions, and labor relations matters
  • Demonstrated experience in organizational design, workforce planning, and change management
  • Strong analytical skills with ability to interpret HR data and develop strategic recommendations
  • Excellent interpersonal and advisory skills with proven ability to influence senior leadership
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification preferred
  • Experience with Department of State HR systems and processes highly preferred

Education and Experience:

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field required; Master's degree preferred

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individuals particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $145,000-$155,000. The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
