The Senior Human Capital Analyst:
- Serves as an authority in human capital analytics, data analysis, and monitoring and evaluation of human capital programs.
- Oversees the human capital data and methodologies employed to capture, utilize and disseminate that data.
- Leads enterprise-wide workforce planning initiatives and performs advanced human capital data analysis to forecast workforce objectives in andinform strategic alignment.
- Evaluates and makes authoritative recommendations for the best approaches, methodologies, and instruments for collecting human capital and workforce data.
- Provides expert advisory and consultative services to all levels of management on issues affecting the full range of workforce planning, recruitment, and human capital initiatives.
- Develops human capital goals, measures, metrics, and targets for strategic plans.
The ideal candidate will possess the skill to analyze large, complex data sets to derive human capital insights. Extracting data from automated HR databases to identify systemic organizational trends and forecast long-term workforce objectives for senior leadership decision-making. He/She will possess effective communication skills to meet the customer at their level with the ability to translate intricate workforce metrics and legislative guidance into tailored briefings and actionable reports. He/She will enable diverse stakeholders and senior agency officials to easily comprehend and execute strategic initiatives. And, he/she will possess critical thinking & proactive inquiry to drive the best work product. Investigating ambiguous, poorly defined workforce challenges through independent research and targeted stakeholder inquiries to formulate innovative methodologies and deliver high-quality strategic work products where guidelines are scarce.

- BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
- Experience analyzing human capital data extracts to identify workforce trends and forecast long-term personnel objectives for leadership decision-making.
- Experience translating HR metrics into tailored, audience-appropriate briefings, enabling diverse stakeholders to easily understand and execute strategic initiatives.
- Experience investigating workforce planning challenges through proactive inquiry to deliver strategic products where definitive operational guidelines may be limited.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Data Analysis: Knowledge of the principles, methods, and processes used to analyze data and datasets; including investigating trends or anomalies, establishing relationships, and identifying patterns.
- Workforce Planning: Knowledge of human resource planning concepts, principles, and practices; including identifying current and future workforce needs, analyzing skills gaps, and developing strategic workforce alignment plans.
- Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
- Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
