Overview
The Senior HR Specialist provides expert‑level support across multiple Human Resources program areas. This role requires advanced knowledge of Federal HR terminology, HR operations, HR procedures, and regulatory requirements. The specialist performs high‑quality work expeditiously and with minimal supervision, delivering expert guidance in any HR functional domain, including policy, staffing, processing, career transition, classification, benefits/retirement, and employee relations. The position may also serve as a Team Lead over lower‑level HR staff.
Note** This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients.
Responsibilities
- Expert HR Program Support — Provide advanced support across HR functional areas, ensuring compliance with federal regulations and agency requirements.
- Staffing & Recruitment — Perform senior‑level staffing tasks including job analysis support, announcement development, applicant qualification review, and recruitment workflow oversight.
- Personnel Action Processing — Oversee complex personnel action processing, conduct quality reviews, and ensure timely, accurate completion of HR transactions.
- Career Transition Support — Provide expert assistance with career transition programs, documentation, counseling coordination, and employee support activities.
- Policy Development & Review — Draft, review, and update HR policies, guidance documents, and procedural materials.
- Quality Assurance — Conduct expert‑level quality reviews of personnel actions, staffing packages, classification documents, and HR transactions.
- Data Analysis, Queries & Reporting — Design queries, analyze HR data, and prepare reports for leadership and stakeholders.
- Records & Documentation Management — Maintain personnel files, electronic records, and HR documentation in accordance with federal standards.
- Classification Support — Assist with classification packages, position descriptions, and position management activities.
- Benefits & Retirement Administration — Provide expert assistance with benefits and retirement processing.
- Employee Relations Support — Support documentation, scheduling, and file management for employee relations matters.
- Team Leadership — Lead lower‑level HR staff, coordinate workloads, mentor team members, and ensure timely, high‑quality deliverables.
- Other duties as assigned.
Qualifications
- High School Diploma or GED
At least six (6) years of Federal HR experience, including four (4) years of specialized experience in the HR area in which work will be performed
Proven administrative skills
Experience with HR automated systems
Proficiency with word processing, spreadsheets, and general administrative technologies
