  • Compensation: $43-48/hour
  • Travel/Location: Travel periodically to the Houston client site as required


Mission of Role/Position Summary:

We are seeking an experienced Senior Grants & Finance Advisor to provide full-time support to the Harris County Flood Control District (HCFCD) Finance Department, Project Grant Accounting section.

This is a senior advisory and process-improvement role for an individual with a strong background in grant financial management, accounting, or both. The ideal candidate should have meaningful experience across grants and finance, with deeper expertise in at least one of those areas.

Tasks, Duties, and Responsibilities:

  • Review grant accounting policies, procedures, workflows, internal controls, and financial management practices.
  • Identify gaps, inefficiencies, compliance risks, manual processes, and opportunities for improvement.
  • Develop and improve SOPs, desk procedures, internal controls, reconciliation processes, reimbursement procedures, reporting practices, and QA/QC tools.
  • Provide guidance on grant accounting, allowable costs, documentation, reconciliations, reimbursements, financial reporting, audit readiness, and compliance.
  • Assess practices against federal grant requirements, including 2 CFR Part 200, where applicable.
  • Work with leadership and staff to develop practical recommendations and implementation plans.
  • Facilitate meetings and working sessions with leadership, finance staff, auditors, consultants, and other stakeholders.
  • Support implementation through procedures, templates, training materials, tools, and staff guidance.


Knowledge, Skills, and Abilities:
  • Knowledge of both grant management and accounting/financial management principles.
  • Experience evaluating or improving financial policies, procedures, internal controls, workflows, or business processes.
  • Strong analytical, problem-solving, communication, facilitation, and organizational skills.
  • Proficiency with Microsoft Word and Excel.


Expected Hours of Work:

Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.

Travel Requirements:
  • Up to 10% travel is expected for this position.
  • Must be willing to travel and deploy to client sites for extended periods of time.

Physical Demands:
  • Mobility required on-site with clients.
  • Sitting or standing for hours at a time.
  • Ability to work at a computer for extended periods of time if needed.
  • Ability to manipulate up to 15 lbs. repetitively throughout the day and as needed.

Working Environment:
  • Emergency management personnel may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions.
  • Work may be on-site with clients ex: EOC, hospital, debris sites or local government buildings.
  • All AC Disaster Consulting (ACDC) positions are remote work site positions with the home location agreed upon at time of hire.
  • If the remote work site locations change, ACDC Human Resources must be made aware, and leadership needs to approve any site changes for business registration and payroll tax purposes.

Requirements

Experience/Education Required:
  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Management, or related field.
  • 5+ years of relevant experience in governmental/grant accounting, federal grant administration, financial compliance, or related advisory/consulting work.
  • 5+ years demonstrated experience in both grant financial management and accounting/financial management principles.
  • 5+ years of experience evaluating or improving financial policies, procedures, internal controls, workflows, or business processes.
  • Proficiency in both MS Word and Excel.

Experience/Education Preferred:
  • 7+ years experience with Federal, state, or local government grant funds.
  • 7+ years experience with CDBG-DR/CDBG-MIT, disaster recovery, mitigation, or federally funded infrastructure programs.
  • 7+ years experience with governmental finance, project accounting, reimbursement, or grant accounting.
  • 7+ years experience with audit readiness and compliance monitoring.
  • 7+ years experience with development of SOPs, internal controls, process maps, and financial policies.
  • 7+ years experience with PeopleSoft or similar ERP/accounting systems.
  • CPA, CGFM, CGMS, PMP, or similar credentials

Additional Qualifications:
  • Must be 18 years of age or older.
  • Eligibility to work in the United States without employer sponsored visa is required. We are not able to employ those located outside of the US.
  • Must pass company and any applicable client background check and reference check upon offer of employment.
