Responsibilities

Peraton's Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), and NOAA's National Marine Fisheries Service (NMFS) have identified a critical gap in the federal government's ability to conduct comprehensive Endangered Species Act (ESA) research. While FWS operates an authoritative web-based platform for managing data for terrestrial and freshwater species, it does not currently include NMFS marine and anadromous species data forcing agencies to rely on separate, manual processes. This program closes that gap by integrating marine and anadromous species data into the existing FWS platform, creating a single, unified experience for all ESA-listed species.

 

Peraton is seeking a Senior GIS Developer to lead the production of federal species range maps for a high-priority data integration program. You will produce range maps for marine and anadromous taxa in compliance with the U.S. Fish and Wildlife Service (FWS) Range Mapping Standard Operating Procedure (SOP), facilitating iterative review cycles with government SMEs and coordinating formal government sign-off.

Day to Day Responsibilities:

  • Lead species range map production, producing complete range maps for all marine and anadromous taxa in full compliance with the FWS Range Mapping Standard Operating Procedure (SOP)
  • Obtain and review the FWS Range Mapping SOP at or before project kickoff
  • Conduct spatial data aggregation and normalization of range data from cloud data platform outputs, applying CRS transformations and spatial format standardization
  • Validate spatial intersects against authoritative geographic layers, addressing dynamic habitat boundaries and overlapping Critical Habitat designations
  • Facilitate iterative range map review cycles with both FWS Ecological Services and NOAA Fisheries (National Marine Fisheries Service) SMEs, incorporating feedback and producing revised map versions
  • Produce QA documentation for each individual range map, ensuring all maps meet SOP acceptance criteria before submission for government sign-off
  • Coordinate FWS Ecological Services sign-off on the Range Map Set deliverable
  • Support the development of updated range maps post-production as part of operational handoff documentation
Qualifications

Basic Qualifications:  

  • Bachelors degree and 8 years professional experience, or a Masters degree and 6 years professional experience, or an Associates degree and 10 years professional experience; or a high school diploma/equivalent and 12 years’ professional experience.
  • U.S. Citizenship required; must have the ability to obtain and maintain a Public Trust clearance; all work must be performed within the United States.
  • Extensive GIS experience with a focus on species range mapping or federal environmental applications.
  • Direct experience with FWS Range Mapping SOP or equivalent federal range mapping standards.
  • Proficiency in ArcGIS, QGIS, or equivalent GIS platforms.
  • Proficiency in Python for GIS automation and spatial data processing, including ArcPy or equivalent scripting libraries.
  • Proficiency in SQL for querying and validating spatial data within cloud data platforms.
  • Experience with coordinate reference system transformations and spatial data normalization.
  • Experience conducting spatial intersect validation and Critical Habitat analysis.
  • Strong QA documentation skills for geospatial deliverables

 

Preferred Qualifications:

  • Experience with NOAA Fisheries marine or anadromous species range data.
  • Familiarity with Databricks or cloud data platforms for spatial data retrieval.
  • Experience coordinating formal government deliverable approvals.
  • GISP certification or equivalent. 
Target Salary Range$66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
