This position is contingent upon contract award and position availability.
This position is hybrid and based in Lanham, MD. The selected candidate will be expected to work on-site as required by the business. It requires the ability to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance.
Essential Duties and Responsibilities:
- Conduct requirements gathering and perform analysis to define functional specifications and technical needs.
- Develop software components using established programming, scripting, and/or database languages, ensuring alignment to coding standards.
- Troubleshoot moderately complex issues, resolve defects, and support testing, deployment, and enhancement activities.
- Participate in code reviews, adhere to source control practices, and contribute to improving team development processes.
- Recommend enhancements or adjustments to systems and processes within the job area.
Job-Specific Essential Duties and Responsibilities:
- Design, develop, maintain, and enhance secure, scalable, and responsive web applications using modern front-end and back-end technologies.
- Develop and support RESTful APIs, microservices, reusable application components, and system integrations.
- Integrate applications with AWS services, relational and non-relational databases, enterprise APIs, and approved third-party platforms.
- Develop application logic, data-access components, validation rules, logging capabilities, and automated testing solutions to support reliable application performance.
- Perform unit, integration, regression, performance, and security testing; troubleshoot defects; remediate vulnerabilities; and support production issue resolution.
- Create and maintain technical documentation, interface specifications, deployment documentation, release notes, runbooks, and knowledge-transfer materials.
- Support application deployment activities by preparing configuration requirements, container specifications, environment settings, deployment artifacts, and validation criteria while collaborating with infrastructure and operations teams.
- Support security assessments, code reviews, vulnerability remediation, access validation, audit activities, and integration with approved identity, secrets-management, and security services.
- Follow project SDLC, coding standards, source-control practices, peer-review procedures, testing requirements, release controls, and approved Agile and DevSecOps methodologies.
- Coordinate with product owners, architects, infrastructure engineers, database teams, cybersecurity personnel, testers, and operations staff while effectively communicating progress, risks, dependencies, technical issues, and delivery impacts to project stakeholders.
Job-Specific Minimum Requirements:
- Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field from an accredited college or university. Four additional years of related experience may substitute for the degree.
- Three (3) or more years of relevant full stack software-development experience, including hands-on delivery of production web applications.
- IRS project or federal application-development experience is preferred.
- Ability to work independently and collaboratively in a distributed team with minimal supervision.
- Proficiency with a modern front-end framework such as Angular or React and with HTML, CSS, JavaScript, and TypeScript.
- Proficiency with one or more approved back-end technologies such as Java/Spring Boot, Python, or Node.js.
- Experience designing and consuming REST APIs and developing services in a modular or microservices-based architecture.
- Hands-on experience integrating applications with AWS services such as ECS or EKS, API Gateway, S3, RDS/Aurora PostgreSQL, DynamoDB, SQS/SNS, CloudWatch, Secrets Manager, or equivalent approved services.
- Experience with SQL, relational data modeling, PostgreSQL, and application integration with non-relational data stores where applicable.
- Experience with Git-based source control, CI/CD pipelines, containerized application delivery, automated testing, code-quality tools, and vulnerability scanning.
- Working knowledge of secure coding, OWASP risks, least privilege, role-based access control, encryption, secrets handling, audit logging, and federal security practices.
- Ability to diagnose application, integration, access, and environment issues collaboratively without assuming unauthorized infrastructure or security administration duties.
- Strong written and verbal communication skills and the ability to produce clear technical deliverables for engineering, business, project, and executive stakeholders.
- Candidates must meet the contract work-authorization requirements and maintain the required IRS Moderate Risk Minimum Background Investigation clearance.
- Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant.
Minimum Requirements
- Bachelor's degree in relevant field of study and 3+ years of relevant professional experience required, or equivalent combination of education and experience.
Preferred Skills and Qualifications:
- AWS Certified Developer - Associate, AWS Certified Solutions Architect - Associate, or comparable role-aligned certification.
- Experience with Aurora PostgreSQL, S3, OpenSearch, event-driven integration, container orchestration, and observability tooling.
- Experience supporting modernization of legacy or on-premises applications into secure AWS-hosted solutions.
- Knowledge of IRS business systems, Information Returns processing, and federal delivery and documentation expectations.
Additional Requirements per Business or Contract Needs:
- Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus).
- Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant.
