If you want to work on cutting-edge Air Force programs, Serco has a great opportunity for you! As a Senior Level Financial Manager, you will be supporting the Special Programs Division (AFLCMC/WAG) at Tinker AFB, OK

This position is contingent upon the ability to maintain/transfer active Department of War (DoW) Top Secret security clearance with the ability to obtain TS/SCI.

AFLCMC/WAG develops, tests, and rapidly fields classified USAF aeronautical capabilities. Executing a significant budget, the AFLCMC/WAG conducts studies to identify new capabilities; transitions laboratory technologies to operational platforms; executes demonstrations; and develops, tests, rapidly fields, sustains, and demilitarizes capabilities for the warfighter.

In this role, you will:

  • Provide financial and budget development support for all phases of the PPBE process; funds management, funds status, review of prime contract financial data, and funds control techniques using accounting and finance systems.
  • Develop financial baselines and budgetary documentation, performing obligations and expenditure forecasting for acquisition programs.
  • Assist in developing acquisition program information, conduct budget and financial analysis, accomplish staff coordination, and prepare and present briefings.
  • Provide reconciliation of accounting data, developing accounting status reports, and preparation of program reviews, and dispositioning of unliquidated obligations.
  • Provide Program Management Administration (PMA) analysis; PMA funds including full range of budgeting and execution tasks.
  • Assist in planning and developing acquisition strategies; forecasts, obligation and expenditure reviews, and program management baselines (PMBs), preparing pre-award and post-award documents; planning, tracking, and scheduling program milestones; establishing and maintaining databases; and developing/analyzing key program metrics.
  • Research and assist with funds reconciliation and accounting status reports based upon data obtained from various government database systems to include, but are not limited to Wide Area Workflow, ABSS, CCaRS, CRIS, DTS, and FMSuite.
  • Perform Earned Value Management System (EVMS) and schedule analysis support.
  • Coordinate audits by DCAA and other support reports from other government agencies.
  • Participate in contract reconciliation and contract closeout efforts.
  • Interpret DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles in finance and accounting.


To be successful in this role, you will have a:
  • Active TOP-SECRET security clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) and access to Special Access Programs (SAP) and have a background investigation current within the past 5 years or under Continuous Vetting
  • Bachelor's Degree in business administration, management, accounting, finance, or economics with a minimum of 15 years relevant experience with the DoD, other government agency, or DoD contractor
  • Masters Degree in business administration, management, accounting, finance, or economics with a minimum of 10 years relevant experience with the DoD, other government agency, or DoD contractor
  • Minimum 3 years of SAP or SCI experience within the last 8 years
  • Ability to travel up to 10% (CONUS)

Additional desired experience and skills:
  • Financial management and budget experience in a DoD program office.
  • Experience in the DoD Planning, Programming, Budgeting, and Execution of funds.
  • Experience in a SAP and/or SCI environment.
