The successful candidate will serve as an expert for the implementation of financial policies associated with the NRC's regulation of licensed facilities. You will lead comprehensive reviews and analyses related to the NRC's requirements for licensee financial qualifications, decommissioning funding assurance, foreign ownership, control, or domination (FOCD), and insurance and indemnity programs. Usually assigned to more complex or controversial areas (e.g., technically challenging problems, unusual public interest, or complex issues involving external entities), you will provide leadership, consultation, and guidance on these matters to other NRC staff members.
Such duties include but are not limited to:
- Conduct comprehensive reviews and making policy recommendations; reviews and prepares rules and regulations, regulatory guides, standard review plans, principal correspondence, and other documents for the implementation of the Branch's programs in these areas.
- Lead responsibility for developing programs in areas such as NRC's indemnification, insurance, licensees' financial qualifications, decommissioning funding assurance, and antitrust.
- Coordinates the conduct of reviews and makes policy recommendations on licensees' financial ability to determine compliance with NRC regulations for review by NRC management.
- Reviews and prepares rules and regulations, regulatory guides, standard review plans, principal correspondence, and other documents for the implementation of programs in these areas.
- Occasional supervision of the branch staff when acting as the Branch Chief. Provides work planning support to the branch chief and frequently assists with the oversight review of the section's technical work products to ensure the positions, findings, and conclusions presented are consistent with review guidance, regulations, and Agency policy.

QualificationsIn order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
The ideal candidate will be able to demonstrate the following:
1.
Analytical ability required to adequately initiate and conduct studies and reviews, and to critically evaluate data relating to indemnity, financial qualifications, decommissioning funding, property insurance for accident cleanup, and general safety regulatory issues.2.
NRC qualified as a financial analyst. Experience with Financial Analysis and/or Economics as it relates to the nuclear power industry.3.
Experience in Project Management techniques, especially as they apply to managing large or complex projects, and ability to apply policies, procedures and regulations or directives in project management.4.
Demonstrated ability to interact and work effectively with management and staff at all levels within NRC, representatives of other Federal and state agencies, licensees, stakeholders and members of the public, and to achieve cooperation and consensus among parties with diverse and often conflicting viewpoints or objectives.A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate must be addressed in your resume.
