Job Description

NetImpact Strategies is seeking a Senior Financial Analyst – FP&A, Pricing & Program Finance to join our talented Finance team. This position will support financial planning and analysis, program financial management, Estimate at Completion (EAC) preparation, and government contract pricing across the full contract lifecycle.

The ideal candidate will have experience in the federal government contracting industry and a strong understanding of government contract types, indirect rates, project financial controls, and DCAA-compliant pricing practices. This individual will work closely with executive leadership, Program Managers, Capture and Proposal teams, Contracts, Accounting, and other stakeholders to deliver timely financial insights, improve program performance, and develop compliant and competitive pricing solutions.

 

*Candidates must be able to travel periodically to NetImpact’s headquarters in Herndon, Virginia. This position offers a hybrid work opportunity.

Responsibilities: Financial Planning and Analysis
  • Support the annual budgeting, monthly forecasting, and long-range planning processes.

  • Develop and maintain forecasts for revenue, direct costs, indirect costs, backlog, utilization, profitability, and cash flow.

  • Analyze actual financial results against budget, forecast, and prior-period performance.

  • Prepare financial models and scenario analyses to support operational and strategic decisions.

  • Support monthly close activities, including revenue, direct-cost, and profitability analysis.

  • Prepare timely and professional executive reports, dashboards, and financial presentations.

  • Provide insight into key company metrics, including utilization, contract mix, indirect costs, and profitability.

Program Finance and EAC Management
  • Partner with Program Managers to monitor contract performance, including revenue, costs, margin, funding, and burn rates.

  • Prepare and maintain Estimates to Complete (ETCs) and Estimates at Completion (EACs).

  • Develop revenue, cost, and profit projections for assigned programs and contracts.

  • Monitor contract funding, backlog, period of performance, and potential funding shortfalls.

  • Analyze program variances and identify financial risks, trends, and opportunities.

  • Recommend corrective actions and assist Program Managers with maintaining accurate financial forecasts.

  • Support financial planning, scheduling, tracking, analysis, and reporting for projects of varying size, complexity, risk, and contract type.

  • Provide financial guidance to Program Managers and other project stakeholders.

Government Contract Pricing
  • Develop compliant and competitive cost and pricing models for federal proposals as both a prime contractor and subcontractor.

  • Support pricing for Firm-Fixed-Price (FFP), Time and Materials (T&M), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), and other contract types.

  • Analyze labor categories, labor rates, escalation, materials, travel, equipment, subcontractors, and other direct costs.

  • Apply indirect rates, including fringe, overhead, G&A, and applicable fee structures.

  • Work with Capture, Proposal, Contracts, and technical teams to develop and present pricing strategies.

  • Translate technical solutions, staffing plans, and basis-of-estimate information into accurate and supportable pricing models.

  • Prepare compliant cost and pricing volumes, supporting schedules, assumptions, and written narratives.

  • Establish and manage pricing schedules to ensure timely proposal submissions.

  • Ensure pricing submissions comply with solicitation requirements and internal review and approval processes.

  • Support subcontractor pricing, rate development, analysis, and negotiations.

  • Assist with Price-to-Win analysis and competitive research using available market intelligence and open-source data.

  • Maintain pricing documentation in accordance with company estimating policies and procedures.

Government Compliance and Financial Controls
  • Support compliance with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Defense Contract Audit Agency (DCAA) requirements, and company policies.

  • Maintain clear and auditable documentation supporting pricing models, forecasts, ETCs, and EACs.

  • Assist with incurred cost submissions, audit readiness, and other government accounting requirements.

  • Support the calculation and analysis of indirect rates, cost pools, allocation bases, and wrap rates.

  • Identify potential financial or compliance issues and elevate concerns in a timely manner.

  • Ensure adherence to the company’s cost-estimating policies, financial procedures, and internal controls.

Process Improvement
  • Improve financial models, reporting tools, pricing templates, and forecasting processes.

  • Identify opportunities to automate recurring financial and pricing activities.

  • Support the development and standardization of FP&A, EAC, and pricing practices.

  • Evaluate and recommend practical uses of artificial intelligence, data visualization, and automation to improve accuracy and efficiency.

  • Perform other financial, pricing, research, and analytical duties as assigned.

 

Qualifications Required Qualifications:
  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field.

  • Five or more years of progressive experience in FP&A, program finance, project controls, pricing, or government contract finance.

  • Experience working within the federal government contracting or professional services industry.

  • Experience preparing and maintaining ETCs, EACs, program forecasts, or project financial reports.

  • Experience supporting federal proposal pricing as a prime contractor, subcontractor, or both.

  • Working knowledge of FFP, T&M, CPFF, CPAF, and other government contract types.

  • Understanding of indirect rates, cost pools, allocation bases, wrap rates, and government contract profitability.

  • Advanced proficiency with Microsoft Excel, including complex formulas, PivotTables, financial modeling, and data analysis.

  • Ability to manage multiple programs, forecasts, and pricing efforts with competing deadlines.

  • Strong financial analysis, critical-thinking, and problem-solving skills.

  • Exceptional attention to detail and commitment to accuracy.

  • Ability to communicate financial information clearly to technical, operational, and executive stakeholders.

  • Strong written communication skills, including experience developing pricing narratives and executive-level reports.

  • Ability to work independently, take ownership of assignments, and elevate risks or issues promptly.

  • High level of integrity, dependability, initiative, and professional judgment.

  • Strong interpersonal skills and the ability to work effectively across all levels of the organization.

Preferred Qualifications:
  • Experience supporting Department of Defense or civilian federal agency contracts.

  • Working knowledge of FAR, CAS, and DCAA requirements.

  • Experience using Unanet ERP for project reporting, budgeting, forecasting, or pricing.

  • Experience with Power BI, Power Query, or comparable reporting and data-visualization tools.

  • Experience supporting incurred cost submissions or government audits.

  • Experience conducting Price-to-Win or competitive pricing analysis.

  • Experience developing or improving cost-estimating policies, procedures, or manuals.

  • Experience using automation or AI-enabled tools to improve financial analysis and reporting.
