Job Summary

The City of Toronto's Accounting Services Division is responsible for delivering on the City's financial reporting obligations including the effective administration and oversight of all excise tax reporting and compliance requirements.

Reporting to the Manager, Accounting Services, the Senior Financial Analyst will be a key contributor to the City's excise tax compliance framework, providing expert analysis, strategic insight, and leadership to support complex tax reporting and decision-making. This role offers the opportunity to influence corporate financial strategies, drive process improvements, and enhance compliance practices across one of Canada's largest municipalities.

The successful candidate will demonstrate a strong commitment to continuous improvement, financial stewardship, and HST compliance excellence. They will apply critical thinking to interpret complex indirect tax requirements and communicate and collaborate with corporate partners to ensure that these requirements are operationalized completely and accurately across the organization. In this role you will take ownership of assigned deliverables, provide proactive support to corporate partners, and deliver accurate, timely, and audit-ready results in a complex, deadline driven environment.

Major Responsibilities and Qualifications
  • Supervise, mentor and support direct reports, cultivating a high-performance environment that emphasizes quality, accountability and continuous learning.
  • Lead the preparation, analysis, and review of monthly GST/HST filings, ensuring compliance with CRA requirements and internal policies and procedures.
  • Collaborate with corporate partners to ensure consistent application of accounting policies and tax compliance practices.
  • Research legislative, regulatory, and industry developments, assessing impacts and providing guidance on emerging issues.
  • Conduct complex financial and tax analysis to support strategic decision-making and optimize tax recovery opportunities.
  • Interpret and apply the Canadian Excise Tax Act and other relevant legislations, to complex transactions, contracts, and operational activities, providing clear recommendations to stakeholders.
  • Champion process improvement initiatives and system enhancements, leveraging ERP systems and data analytics to improve the efficiency and accuracy of tax reporting processes.
  • Deliver training, guidance and advisory services to City staff on tax compliance, accounting policies and financial best practices.
  • Develop briefing materials, reports and presentations that deliver actionable insights and recommendations to management and senior leaders.
  • Contribute to corporate initiatives, policy development and strategic financial projects.
  • Engage, direct and review the work of external consultants and other advisors.
  • Maintain an up to date understanding of relevant accounting standards (i.e. Public Sector Accounting Standards), Provincial statutes and regulations, City by-laws and Council directions and agreements.
  • Demonstrate accountability for deliverables by advancing work independently while proactively identifying and managing risks.
  • Develop strong working relationships with corporate partners to foster a collaborative environment that is focused on achieving shared financial and organizational objectives.
  • Excel in a dynamic, fast-paced environment with evolving priorities, demonstrating resilience under pressure and the ability to apply sound judgment in the face of uncertainty.


Summary of Key Qualifications

Candidate resumes are required to demonstrate the following key qualifications:
  1. Post-secondary education in a discipline relevant to the job function (e.g., Commerce, Finance, Accounting). A Canadian CPA designation is considered an asset.
  2. Successful completion of the CPA In-Depth GST/HST Program is considered an asset.
  3. 3-5+ years of progressive experience in indirect tax or public sector finance within a complex organization.
  4. Demonstrated experience in GST/HST compliance and application of the Canadian Excise Tax Act to operational activities, including the preparation or review of tax filings and reconciliations, preferably in a large public sector organization.
  5. Extensive experience in financial analysis, reporting and research, with the ability to translate findings into actionable insights.
  6. Experience advising stakeholders and providing guidance on financial, tax, or accounting matters.
  7. Experience supporting internal and external audits, including preparation documentation and responding to inquiries.
  8. Proven ability to identify and implement process improvements, enhance controls, and leverage systems to improve efficiency and accuracy.
  9. Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and experience with ERP systems such as SAP or Oracle.
  10. Excellent communication, interpersonal, and customer service skills, with the ability to communicate effectively across all levels of the organization.
  11. Ability to exercise sound judgement and maintain confidentiality when handling sensitive financial information.
