Full Job Description
Primary Responsibilities

HDR is seeking a high-performing, forward-thinking professional for the Government Compliance function to lead transformation at the intersection of finance, data, government compliance and technology that:

  • Leads initiatives, not just executes them
  • Builds technology-enabled solutions, not just uses them
  • Influences business outcomes through data, analytics, and strategic insight


This role is focused on automation and data-driven insights, process improvement, cross-functional collaboration, leadership, and government contracting compliance. The individual will play a key role in managing HDR's indirect rate cycle, leading financial forecasting processes and interfacing across HDR functional areas to implement multiple initiatives.

The responsibilities include, but are not limited to, the following:

Build the future of the Government Compliance function through technology:

  • Design and implement monitoring processes and reporting solutions for various cost areas, including labor transfers and expense report reviews. Utilize Microsoft Power BI or other technologies to enhance data analysis and reporting capabilities.
  • Leverage tools like Power BI, Microsoft Copilot, Power Automate, Snowflake, and Oracle EPM to modernize financial processes and create efficiencies.
  • Streamline proposal support activities and collaborate with cross-functional teams to standardize responses to proposal support questionnaires and other commonly requested data items during the proposal development process.


Drive high-impact forecasting & decision support:

  • Lead development of periodic overhead rate forecasts, incorporating analytics, assumptions, and business trends. Integrate key assumptions, lookback analysis and estimating methodologies for labor and non-labor expenses.
  • Design and implement reporting and forecasting enhancements using Oracle Enterprise Performance Management module capabilities.
  • Deliver government compliance training to HDR local offices, focusing on overhead strategy and other key business areas.


Influence complex financial & compliance strategy:

  • Prepare HDR indirect cost rates in accordance with Federal Acquisition Regulation (FAR) rules, Cost Accounting Standards (CAS) requirements and American Association of State Highway and Transportation Officials (AASHTO) accounting guidance.
  • Lead risk assessment processes, analyze general ledger detail and book/review FAR journal entries.
    Collaborate with external auditors and HDR team members to promote excellence in cost accounting and compliance with government requirements.
  • Mentor, train, support and direct new and existing staff.
  • Analyze, research and review complex cost accounting activities, including Federal incurred cost submissions, annual overhead rate development, risk-based transaction reviews and unallowable cost determinations.
  • Monitor government regulation changes, including FAR, CAS, and industry guidance, and advise finance leadership during action planning.


Preferred Qualifications

  • CPA or equivalent designation
  • A/E/C industry experience
  • Prior process automation experience

  • Strong oral and written communication skills to clearly convey messages and ideas
  • Ability to manage multiple projects in parallel
