Full Job Description
Summary

This position is located in the Division of Depositor and Consumer Protection, Compliance & Community Reinvestment Act (CRA) Examinations Branch of the Federal Deposit Insurance Corporation and serves as the primary Division technical and programmatic expert on examination-related tools, data products, and analytical systems used in support of consumer compliance, CRA, and fair lending supervision.

  • Provides leadership, subject-matter expertise, and data-driven recommendations to section team members, partners, and stakeholders in the design, enhancement, and use of examination-related systems, applications, tools, and reporting solutions.
  • Coordinates as appropriate with Division of Depositor and Consumer Protection(DCP), Information Security and Technology Systems(ISATS), Division of Information Technology(DIT), Office of the Chief Information Security Officer(OCISO), Division of Risk Management(RMS), and system owners to ensure alignment with supervisory policies and program needs.
  • Provides authoritative guidance, technical advice, and training to compliance personnel in field offices, regional offices, and Washington headquarters on the effective interpretation and use of examination-related tools and data.
  • Reviews and interprets examination findings to ensure tools and data analytics accurately reflect examination policy and support consistent supervisory determinations and advises leadership on complex supervisory and program issues.
  • Identifies examination-program technology needs and makes recommendations to senior leadership regarding priorities, improvements, and strategic enhancements.
  • Interprets and applies consumer compliance, CRA, and fair lending examination procedures to address supervisory issues identified through examinations, such as data anomalies or emerging risks, ensuring integration of examination decision logic into tool development.
  • Leads or participates in program-related projects that require integration of supervisory expertise, analytical skill, and coordination with internal and external stakeholders.
  • Participates in and provides expert consultation on complex, high-risk, or nationally significant examinations to evaluate supervisory issues and validate the incorporation of examination methodology into tool(s) design.

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-14 level or above in the Federal service. Specialized experience is defined as applying examination procedures to improve examination-related tools; providing authoritative guidance to examiners and stakeholders; and leading or participating in modernization efforts as a technical expert involving multiple stakeholders.

The incumbent must be a commissioned FDIC Financial Institution Examiner (Compliance) or hold a Consumer Compliance Examiner commission from another comparable organization as determined by the FDIC.

Additional information

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 17.06% to a high of 51.75%. Salary reflects a pay cap for this position of $257,500.

Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.

All Financial Institution Examiners are prohibited from the following:

1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner.

Exceptions:

a. Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined.

b. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment.

2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit.

3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith.

4. Disclosing any confidential information from a bank examination report except as authorized by law.

5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.
