Position Summary

The Senior Estimator, Commercial & Industrial, leads the development of accurate, competitive, and complete cost estimates and proposals for commercial and industrial utility construction projects. You will evaluate plans, specifications, site conditions, labor, equipment, materials, subcontractor requirements, schedule constraints, and contractual risk to establish the anticipated cost and execution approach for each opportunity. You will work closely with customers, business development, engineering, procurement, project management, and field operations to support safe, quality, cost-effective, and timely project delivery. The Senior Estimator is expected to manage complex pursuits independently, exercise sound judgment, and provide technical guidance to less-experienced estimating personnel whom they will mentor. You will work out of the Palm Beach Gardens, Florida, office.

Essential Functions

• Prepare detailed estimates, budgets, and proposals for commercial and industrial utility construction projects, including new installations, upgrades, expansions, maintenance, and site-specific work.
• Review drawings, specifications, scopes of work, geotechnical information, bid documents, and customer requirements to determine a complete project scope and identify gaps, conflicts, and clarifications.
• Develop labor, equipment, material, subcontractor, and indirect-cost estimates using historical performance, current market information, production assumptions, and sound estimating practices.
• Perform quantity takeoffs and pricing for civil, structural, electrical, underground, overhead, substation, distribution, transmission, and balance-of-plant work, as applicable to the project.
• Coordinate with operations and subject-matter experts to validate constructability, crew composition, productivity, sequencing, equipment needs, outage requirements, and schedule assumptions.
• Lead or participate in pre-bid meetings, site visits, customer discussions, bid reviews, estimate handoffs, and post-award kickoff meetings.
• Identify and quantify commercial, contractual, technical, schedule, safety, environmental, permitting, supply-chain, and site-related risks; develop appropriate assumptions, exclusions, qualifications, and contingencies.
• Solicit, evaluate, level, and document quotations from subcontractors, manufacturers, and suppliers; confirm that pricing and scope align with bid requirements.
• Prepare clear proposal narratives, pricing schedules, bid forms, clarifications, alternates, value-engineering options, and supporting documentation following customer requirements.
• Support contract review and negotiations by explaining estimate assumptions, cost drivers, exclusions, escalation considerations, and pricing methodology.
• Maintain organized estimate files, basis-of-estimate documentation, cost databases, production-rate information, and bid history in accordance with company procedures.
• Partner with project management and field operations during turnover to communicate bid strategy, scope, major cost components, risks, commitments, and customer expectations.
• Compare actual project performance with estimated results and incorporate lessons learned into future estimates, templates, and cost data.
• Mentor estimators and other team members in takeoff methods, estimate development, proposal preparation, risk identification, and use of estimating tools.
• Build professional relationships with customers, engineers, general contractors, specialty contractors, suppliers, and internal stakeholders while demonstrating our core values.
• Support emergency response and storm restoration estimating or procurement activities when business needs require.

Minimum Requirements

• Bachelor's degree in Construction Management, Engineering, Engineering Technology, Business, or a related field preferred or 7 years relevant work experience.
• Minimum of 7 years of progressive estimating, project controls, project management, or field construction experience; utility construction and commercial or industrial project experience strongly preferred.
• Demonstrated ability to independently develop and review complex, multi-discipline construction estimates and proposals.
• Strong knowledge of construction means and methods, labor productivity, equipment utilization, material pricing, subcontracting, indirect costs, and project sequencing.
• Working knowledge of commercial and industrial electrical infrastructure and utility interfaces, which may include overhead and underground distribution, substations, transmission, civil/site work, duct banks, foundations, grounding, and related systems.
• Understanding of fixed-price, unit-price, time-and-materials, cost-plus, and other common construction pricing arrangements.
• Ability to read and interpret plans, technical specifications, one-line diagrams, schedules, contracts, bid forms, and customer standards.
• Advanced mathematical, analytical, organizational, and problem-solving skills with close attention to detail.
• Proficiency with Microsoft Office applications and experience with construction estimating, takeoff, scheduling, or project-management software. Experience with industry estimating platforms is preferred.
• Effective written and verbal communication skills, including the ability to prepare polished proposals and present estimate strategy, assumptions, and risk to leadership and customers.
• Demonstrated negotiation, judgment, prioritization, and decision-making skills in a fast-paced, deadline-driven environment.
• Ability to work independently, manage multiple concurrent bids, and collaborate across a matrixed organization.
• Valid driver's license and ability to travel to offices, customer locations, and project sites as required.

Preferred Qualifications

• Experience estimating utility construction work for data centers, manufacturing facilities, industrial campuses, healthcare facilities, institutional facilities, or other large commercial and industrial customers.
• Field experience in utility, electrical, civil, substation, transmission, or distribution construction.
• Experience leading bid reviews, estimate validation, and turnover meetings for complex or high-value pursuits.
• Relevant professional certification, such as Certified Professional Estimator (CPE), Associate Estimating Professional (AEP), Project Management Professional (PMP), or comparable credential.

Physical Demands

While performing the duties of this job, the employee is regularly required to communicate, remain in a stationary position, move about an office or project site, and use a computer and other office equipment. The employee may occasionally be required to lift or move items consistent with ordinary office or field-visit activities.

Work Environment

Work is performed in office, remote, customer, and active construction-site environments. Site visits may involve exposure to uneven terrain, moving equipment, traffic, noise, dust, fumes, weather conditions, and other construction-related hazards. Use of required personal protective equipment and compliance with all company, customer, and site safety rules are mandatory. The position may require travel, extended hours, and schedule flexibility to meet bid deadlines or support emergency response activities.
