Full Job Description
POSITION SUMMARY:

Targa has an immediate opportunity for an Environmental Specialist located in Mont Belvieu, Texas. This position will assist operations in achieving Targa's goals with respect to environmental compliance in our operations. A proven ability to solve problems, learn new material, adapt to change, and be an effective communicator and collaborator are key traits to success in this position.

The employee will report to the local Environmental Supervisor and will collaborate with the local ES&H and Operations staff to achieve regulatory compliance and operational goals. Field ES&H positions in Targa also receive support and guidance from the Corporate ES&H staff.

JOB RESPONSIBILITIES:
  • Assist management, operations, engineering, and maintenance teams as required to assure compliance with federal, state, local rules and regulations and corporate policies pertaining to environmental compliance and impacts.
  • Participate in tracking air compliance related to Title V operating permits and New Source Review (NSR) air permits, including the weekly tracking of deviations and preparation of semi-annual Title V reports and annual compliance certifications.
  • Oversee and direct the environmental stack testing program to include scheduling testing, field and data support, and required regulatory reporting.
  • Support waste management activities to ensure regulatory compliance, including adhering to the site waste management plan and appropriate profile and disposal of waste generated.
  • Manage spill response and remediation activities including oversight of response contractors, sampling activities, proper waste management, and associated reporting to applicable parties, including the NRC, TCEQ, and/or RRC.
  • Support compliance with site stormwater and wastewater permits, including the oversight of sample collection, the labs used for analysis, the preparation and submission of DMR data, management of required written plans, and the reporting of noncompliance.
  • Communicate regular updates on ES&H priorities, environmental releases, permit deviations, and enforcement actions to Environmental Supervisor for Operations management meetings.
  • Assist with the review of engineering projects and operational changes to the facility for environmental impacts and permit compliance and documenting necessary information to the file or helping to initiate permitting and compliance plan changes when required.
  • Assist with organizing, planning, implementing, and auditing the environmental programs and policies for the facility, ensuring compliance as required by regulatory agencies and corporate policy. Assist in facilitating resolution of action items from findings of reviews, inspections, and incident investigations.
  • Act as the point of contact for both regulatory agencies and operations on required reports, payments, inspections, and other applicable regulatory requirements.
  • Ensure compliance with corporate policies, including data and records management, waste handling, and reporting releases.
  • Maintain a working knowledge of existing and proposed regulations that affect the facility.
  • Ability to learn and comprehend the operating principles of petroleum terminal operations and natural gas processing facilities.
  • Regular and reliable attendance of all environmental specialists is required.


MINIMAL ESSENTIAL QUALIFICATIONS:
  • Bachelor's degree in Environmental Science, Environmental Engineering, Biology, Chemistry, or a related field.
  • The ability to work within a collaborative team environment, with demonstrated personal drive and initiative to achieve goals.
  • The ability to organize and effectively manage multiple priorities.
  • Interpersonal communication skills are necessary to interface will the ES&H team, operations and engineering personnel, and subcontractors/vendors.
  • An organized and detail-oriented self-starter with a strong work ethic with demonstrated ability to effectively work with minimal oversight.
  • Ability to take ownership of responsibilities and work independently with appropriate direction and resources.
  • Ability to think critically, solve problems, and exercise judgement and common sense.
  • Intermediate level desktop computer skills using Microsoft Word, Excel, and PowerPoint.
  • Ability to travel away overnight periodically, as needed, for training or company events.
  • Legal authorization to work in the US on a full-time basis for anyone other than your current employer.
  • Maintain a valid driver's license and a safe driving record satisfactory to the company.

PREFERRED QUALIFICATIONS:
  • 3+ years of experience in environmental compliance role and/or the oil and gas or petrochemical industry.
  • Direct experience in environmental compliance, environmental consulting or related industry.
  • Knowledge of the rules and regulations of the various federal and state agencies having jurisdiction over the Texas Targa facilities.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
  • Ability to lift, push, and pull fifty pounds.
  • Ability to work in changing climate conditions and a plant environment.
  • Able to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing.
  • Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protections, footwear, Nomex).
  • The employee frequently is required to stand, walk, handle or feel, and reach with hands or arms.
