Full Job Description
We are seeking an experienced Senior Environmental Specialist / Project Manager to lead industrial pretreatment permitting and compliance projects for municipal and industrial clients throughout New England. This position offers the opportunity to serve as a technical expert and trusted advisor while managing complex regulatory and permitting programs.

The ideal candidate will have a strong background in industrial wastewater regulations, pretreatment program management, permit development, compliance auditing, and client management.
Key Responsibilities
  • Manage municipal and industrial pretreatment program projects from proposal through completion.
  • Prepare and review industrial discharge permits and permit modifications.
  • Conduct Significant Industrial User (SIU) inspections and compliance evaluations.
  • Interpret and apply federal, state, and local pretreatment regulations.
  • Develop permitting strategies and compliance plans for industrial clients.
  • Support POTW pretreatment program implementation and optimization.
  • Review industrial wastewater treatment operations and monitoring programs.
  • Prepare technical reports, compliance assessments, and regulatory submissions.
  • Coordinate with regulatory agencies, municipal officials, and industrial facilities.
  • Manage project budgets, schedules, and client relationships.
  • Support proposal development and business growth initiatives.
Qualifications
Required
  • Bachelor's degree in Environmental Engineering, Environmental Science, Chemistry, Civil Engineering, or related field.
  • 8-15 years of experience in environmental consulting, wastewater compliance, or pretreatment program management.
  • Strong knowledge of:
    • EPA Pretreatment Regulations (40 CFR Part 403)
    • NPDES permitting
    • Industrial wastewater regulations
    • Permit development and compliance management
  • Experience working directly with municipal pretreatment programs and industrial facilities.
  • Excellent technical writing and communication skills.
  • Ability to manage multiple projects and client relationships simultaneously.
Preferred
  • Experience with local limits development.
  • Experience supporting POTW program audits.
  • Existing relationships with municipal or industrial clients in New England.
  • Business development and proposal-writing experience.
