AvantGarde, LLC (AG) seeks an experienced Senior Data Architect and Identity Governance Implementation Consultant to support the United States Capitol Police (USCP), Office of Information Services (OIS), in establishing and maturing a department-wide Enterprise Data Management (EDM) program. This is a senior, hybrid strategic-operational role for a practitioner who can advise leadership while directly producing the governance, data architecture, identity lifecycle, and implementation artifacts needed to build a sustainable enterprise data capability.
The consultant will work alongside OIS and Office of Human Resources (OHR) leadership, data stewards, system owners, database administrators, cybersecurity, privacy, legal, and operational stakeholders. A significant initial focus of the work will support USCP efforts to rearchitect Human Resources Management processes and supporting systems by documenting current-state data environments, defining target-state architectures, mapping identity data across systems, establishing governance and stewardship practices, and translating approved architecture into actionable implementation requirements.
This position requires a "strategist + doer" who is equally comfortable briefing senior executives, facilitating cross-functional governance decisions, and performing hands-on work such as developing Entity Relationship Diagrams (ERDs), data dictionaries, system-of-record matrices, lineage maps, state-transition models, governance policies, metadata standards, and implementation backlogs.
Work will be performed in a hybrid onsite/remote environment at USCP in Washington, DC, with up to two days of telework per week.
The WORK- Conduct a comprehensive current-state assessment of USCP data environments, including data silos, existing governance practices, identity management systems, authoritative sources, and current data flows.
- Perform gap analysis to identify weaknesses, redundancies, governance gaps, data quality concerns, and opportunities to improve enterprise interoperability, transparency, traceability, and management of identity data.
- Develop a department-wide EDM strategy and phased implementation roadmap that establishes priorities, sequencing, governance mechanisms, and practical transition steps for building a sustainable enterprise data management capability.
- Author and maintain data governance charters, policies, standard operating procedures, operational workflows, metadata standards, data quality policies, compliance guardrails, and supporting governance documentation.
- Design the organizational structure and operating model for an enterprise data stewardship network, including roles and responsibilities for data stewards, system owners, and other governance participants.
- Establish practical governance processes, including a lightweight data request intake approach and repeatable decision-making mechanisms that can transition to and be sustained by Agency personnel.
- Translate applicable federal data, privacy, and security requirements-including the Foundations for Evidence-Based Policymaking Act, Federal Data Strategy, and NIST standards-into actionable data governance and operating requirements.
Skills & Requirements
The REQUIREMENTS- Discover, document, and map current-state data flows, data silos, transformations, storage repositories, and authoritative sources that handle individual identity information from initial onboarding through offboarding and disposition.
- Develop current-state and target-state enterprise data architecture models that support business process reengineering, system migration, implementation of new capabilities, and cross-system identity data exchange.
- Construct Entity Relationship Diagrams (ERDs), canonical data schematics, and other architecture artifacts that define how identity data is structured, related, exchanged, governed, and maintained across agency systems.
- Create and maintain an Identity System-of-Record (SoR) Matrix identifying authoritative sources, system ownership, stewardship responsibilities, and the relationship among systems that create, consume, modify, or retain identity data.
- Develop an Identity Lifecycle State-Transition Map tracing an individual's identity from initial intake/onboarding and credentialing through active use, role or status changes, offboarding, archiving, and final disposition under applicable retention requirements.
- Develop Identity Data Dictionary and Schema Documentation defining key data elements, metadata, business definitions, relationships, quality rules, and other technical requirements needed for consistent implementation.
- Produce end-to-end data lineage documentation showing how identity data moves, transforms, and is stored across the environment, and develop a repository integration guide supporting consistent integration and traceability.
- Ensure target-state architecture activities and work products align with applicable FICAM principles and Zero Trust data pillars, including identification of gaps and prioritization of transition steps.
Operational Implementation & Technical Execution- Partner with system owners and database administrators to inventory approved identity databases, validate system ownership and authoritative sources, and assess readiness for implementation of the approved target-state architecture.
- Assess data exposure and lifecycle considerations, configure or support the use of data catalogs, validate metadata tagging, and help implement appropriate data lifecycle controls and governance requirements.
- Translate architecture and governance decisions into implementation-level data requirements that can be used by engineering and system teams to support migration, integration, and deployment activities.
- Define tactical metadata requirements, data quality rules, schema requirements, and integration needs necessary to operationalize the target-state architecture.
- Develop and maintain a prioritized, phased implementation backlog for engineering teams that identifies transition steps, dependencies, technical requirements, and sequencing necessary to move from current state to target state.
- Support scaled architecture deployment across Agency systems based on approved blueprints, validating that implemented capabilities remain consistent with established governance, architecture, quality, metadata, and lifecycle requirements.
- Identify and document high-impact data integration use cases and practical opportunities to improve the reliability, usability, security, and interoperability of identity data across USCP.
Stakeholder Engagement, Change Management & Transition- Facilitate Data Governance Working Group, Steering Committee, architecture, and cross-functional working sessions to support collaborative policy, architecture, stewardship, and implementation decisions.
- Lead stakeholder alignment across OIS, OHR, Legal, Cybersecurity, Privacy, IT, system owners, database administrators, leadership, and other operational stakeholders whose processes or systems create, use, govern, or maintain identity data.
- Conduct interactive training workshops, technical walkthroughs, office hours, and knowledge-transfer sessions for data stewards, system owners, and other stakeholders to support adoption of new governance and data management procedures.
- Gather qualitative feedback from data stewards and users, identify friction points, refine system-of-record mappings and governance processes, and incorporate lessons learned into architecture and implementation products.
- Support a small network of Agency data champions who can reinforce governance practices, assist with adoption, and help sustain the EDM capability after transition to USCP ownership.
- Prepare and deliver executive-level briefings that communicate current-state findings, target-state architecture, governance recommendations, implementation priorities, risks, dependencies, and progress in clear, decision-oriented terms.

- EDM Strategic Roadmap - Department-wide data management strategy and phased implementation roadmap defining priorities and practical steps for establishing and maturing the EDM program.
- Data Governance Framework - Governance charter and policies, data steward operating model, governance roles and responsibilities, data quality standards, metadata management guidelines, and supporting operating procedures.
- Lifecycle Documentation - Enterprise data architecture models; Identity System-of-Record (SoR) Matrix; Entity Relationship Diagrams (ERDs); Identity Lifecycle State-Transition Map; System Ownership and Data Stewardship Directory; and Identity Data Dictionary and Schema Documentation.
- Lineage Documentation - End-to-end lineage mapping documentation and repository integration guide describing the movement, transformation, storage, and integration of identity data across systems.
- Implementation Data Requirements - Tactical metadata definitions, data quality rules, technical data requirements, prioritized transition steps, and a phased implementation backlog for engineering and system teams.
- Transition and Handover Materials - Training materials for data stewards and system owners, technical walkthrough materials, knowledge-transfer products, and an executive briefing supporting transition to sustainable Agency ownership.
QUALIFICATIONS, KNOWLEDGE AND SKILLS - Bachelor's degree in Computer Science, Information Systems, Data Management, Public Policy, or a related field; Master's degree preferred.
- Minimum 10+ years of experience in enterprise data architecture, data governance, data engineering, or closely related data management disciplines within federal or other highly regulated environments.
- Deep working knowledge of Master Data Management (MDM) concepts and solutions, identity management architectures, enterprise data architecture, data modeling tools, and automated data lineage capabilities.
- Demonstrated experience developing enterprise data architecture models, Entity Relationship Diagrams (ERDs), data dictionaries, schema documentation, system-of-record inventories, and data lineage maps.
- Experience defining data governance policies, metadata standards, data quality requirements, stewardship models, and repeatable governance operating processes.
- Demonstrated knowledge of federal data acts, privacy requirements, security standards, and related compliance considerations, with the ability to translate requirements into practical enterprise data policies and controls.
- Knowledge of FICAM principles, Zero Trust data pillars, identity lifecycle concepts, authoritative-source management, and data lifecycle controls.
- Experience working directly with system owners, database administrators, cybersecurity/privacy stakeholders, data stewards, and business leaders to assess systems, validate data requirements, and implement architecture or governance improvements.
- Certified Data Management Professional (CDMP) - Associate certification at minimum; Data Management Capability Assessment Model (DCAM) certification; CDMP - Practitioner preferred.
- PMP or Agile certification is a strong plus.
- Strong "strategist + doer" orientation, with demonstrated ability to move between executive-level advisory work and detailed hands-on development of technical and governance artifacts.
- Exceptional stakeholder engagement, diplomacy, facilitation, and consensus-building skills, including the ability to bridge technical database engineering, cybersecurity/privacy, HR/business, and senior leadership perspectives.

- Ability to work independently in a complex, matrixed environment; manage competing priorities; drive work products to completion; and establish repeatable processes that can successfully transition to Agency ownership.
