General Statement of Duties
The Metropolitan Sewer District's Compliance Services Division is looking for an engineer to serve as the technical lead supporting day-to-day Consent Decree and Discharge Assessment activities.

Key responsibilities would include: Supporting preparation, review, and quality assurance of Consent Decree reports, deliverables, and regulatory responses. Providing engineering review of sanitary sewer overflows, sewage surfacing events, bypasses, and other unauthorized discharges. Evaluating recurring overflow locations, system conditions, contributing causes, and potential corrective actions. Maintaining historical documentation demonstrating progress toward overflow elimination and WWIP compliance. Coordinating with engineering, Wastewater Collection, operations, modeling, and project teams to track corrective actions and long-term solutions. Reviewing Discharge Response Reports (DRR) and supporting timely and accurate NPDES and Sewer Overflow Response Plan (SORP) reporting. Identifying trends and recurring problem areas through analysis of discharge and overflow data. Supporting regulator inquiries, information requests, field investigations, and technical meetings. Providing technical continuity when the Supervising Engineer is focused on regulatory strategy, program management, leadership coordination, and higher-risk compliance matters.
General Statement of Duties from Classification: To perform professional engineering work involving the design, investigation and construction of engineering projects including streets, bridges, mechanical systems, utility plants, buildings and other projects, varying with assigned area of responsibility; and to provide complex professional assistance to an assigned Engineering Supervisor or other management personnel.

Knowledge of:Engineering and technology, especially as related to assigned area of responsibility--structural, mechanical, electrical, civil, geotechnical, etc; reinforced concrete design. Design techniques, tools, and principals involved in the production of precision technical plans, blueprints, drawings, and models. As appropriate, geology, including local geology, investigative practices, and stabilization methods. Code of Ethics for Professional Engineers. Pertinent federal, state, and local codes, laws, regulations and standards, and industry safety standards Principles of management and supervision City personnel policies and procedures and union contracts. Principles and practices of obtaining and administering funding for assigned projects. Materials, tools, and equipment used in engineering. Administrative policies and procedures of the City and the assigned department. Principles and processes for providing customer and personal services.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software. Microsoft Office Suite, project management software, ArcGIS, AutoCAD Civil 3D tools, and analytic or scientific software. Operate motor vehicle in the course of duty.

Assign, review, and participate in the work of staff responsible for professional and technical engineering operations. Coordinate with product vendors to develop material and product specifications. Coordinate with other local jurisdictions and developers or private engineers. Negotiate Construction Change Orders. Approve pay estimates for the construction management section. Oversight in ensuring timely responses regarding preliminary plans and project reviews. Perform public engagement activities. Assists in the acquisition of property rights and environmental approvals for construction projects as necessary. Develop database applications and engineering applications on computers for work groups Manage the input of information in database systems. Write reports and summaries and present findings. Review claims and resolve disputes. Review and monitor the Customer Service Request system. Directly investigate and respond to Customer Service Requests (CSRs). Responsible for compliance with the records retention policy Review and approval of private development as it impacts the public right of way. Review and approve new equipment or technology Train subordinate technical personnel in performance of job duties Review and sign division timesheets, F25's, OT approval and other admin forms.

Required Education and Experience
SENIOR ENGINEER (Salary Range: $93,625.86 - $125,825.32 Annually)
Each applicant must be a registered professional engineer in the State of Ohio, or in a state with equivalent registration requirements. If not registered in Ohio when appointed, Ohio registration must be obtained during the probationary period.

OTHER REQUIREMENTS:
Possession of registration with the State of Ohio as a Professional Engineer.
Possession of, or ability to obtain, a valid Driver's License.

ENGINEER (Salary Range: $73,185.21 - $98,354.81 Annually)
Each applicant must be enrolled as a Senior in a Bachelor's Degree program in engineering at an accredited college or university, or possess a Bachelor's Degree in engineering from an accredited college or university.
OR

Possess an Engineer-in-Training Certificate from any state.

OTHER REQUIREMENTS

Possession of Bachelor's Degree in engineering from an accredited college or university is required at the time of hire.
Possession, or ability to get, a valid Driver's License.
