Duties & Responsibilities

The Senior Director, Pharmacy 340B Program provides enterprise leadership and operational oversight for the NYC Health + Hospitals 340B Drug Pricing Program across all covered entities, child sites, contract pharmacies, and affiliated outpatient locations. The Senior Director is accountable for enterprise compliance, financial optimization, operational performance, technology strategy, contract pharmacy administration, and regulatory integrity while ensuring that 340B savings are maximized to support the organization's mission of improving access to high-quality care for vulnerable populations.

Reporting to the Assistant Vice President, 340B Operations, the Senior Director serves as the organization's operational leader and subject matter expert for all aspects of the 340B Program. The position collaborates extensively with Pharmacy, Finance, Legal, Compliance, Information Technology, Revenue Cycle, Supply Chain, Managed Care, and executive leadership to develop and implement strategic initiatives, ensure regulatory compliance, optimize financial performance, and drive continuous improvement across the enterprise.

SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

Enterprise Strategy and Leadership
  • Provides enterprise leadership for the health system's 340B Program across all covered entities, child sites, contract pharmacies, and future eligible entities.
  • Leads implementation of and contributes to the development of the long-term strategic vision for the 340B Program in alignment with organizational financial, clinical, operational, and population health objectives.
  • Serves as the leader responsible for enterprise-wide 340B governance, performance, compliance, and optimization.
  • Advises executive leadership regarding emerging regulatory requirements, operational risks, financial opportunities, and strategic direction related to the 340B Program.
  • Establishes enterprise goals, priorities, and performance metrics that support sustainable program growth, operational excellence, and regulatory compliance.
  • Leads enterprise governance committees and executive steering groups responsible for 340B oversight, strategic decision-making, and cross-functional alignment.
  • Identifies opportunities to expand, optimize, and strengthen the 340B Program through new covered entities, child sites, contract pharmacy strategies, service line expansion, acquisitions, affiliations, and other strategic initiatives.

Program Operations and Performance
  • Directs enterprise-wide 340B operations to ensure consistent, compliant, and financially optimized program performance across all participating entities.
  • Establishes standardized operational processes, policies, and best practices to promote consistency and operational excellence throughout the organization.
  • Oversees enterprise purchasing optimization, split-billing operations, accumulators, inventory management, contract pharmacy administration, and related technologies.
  • Collaborates with Pharmacy, Revenue Cycle, Finance, Legal, Managed Care, Patient Access, Supply Chain, Compliance, Information Technology, and clinical leadership to optimize program performance and prevent diversion and duplicate discounts.
  • Develops enterprise dashboards and key performance indicators to monitor operational effectiveness, financial performance, compliance, and program utilization.
  • Utilizes operational analytics and benchmarking to identify opportunities for process improvement, cost reduction, revenue optimization, and enhanced patient access.
    Financial Stewardship
  • Provides operational oversight of the financial performance of the enterprise 340B Program, ensuring optimization of savings while maintaining full regulatory compliance.
  • Partners with the appropriate departments to develop annual financial forecasts, budgets, business plans, and long-range strategic initiatives related to the 340B Program.
  • Evaluates financial performance of contract pharmacy relationships, dispensing arrangements, and other program initiatives to maximize organizational value.
  • Develops business cases, financial models, return-on-investment analyses, and strategic recommendations supporting enterprise initiatives.
  • Presents financial performance, strategic opportunities, and organizational risks to executive leadership.
  • Oversees financial reconciliation and validation processes supporting enterprise 340B savings and program integrity.
    Compliance, Regulatory Affairs, and Risk Management
  • Oversees maintenance of HRSA registrations, Medicaid Exclusion File elections, child site registrations, and manufacturer compliance documentation.
  • Serves as the enterprise authority for 340B regulatory compliance and program integrity.
  • Directs enterprise compliance activities to ensure adherence to all applicable HRSA, OPA, federal, state, manufacturer, accreditation, and payer requirements.
  • Leads organizational preparation for HRSA audits, manufacturer audits, external reviews, and regulatory investigations.
  • Oversees development and execution of comprehensive internal audit and continuous monitoring programs to identify and mitigate compliance risks.
  • Directs investigation and resolution of identified compliance issues, including development, implementation, and monitoring of corrective action plans.
  • Monitors evolving federal and state legislation, regulatory guidance, manufacturer policies, and industry trends and proactively recommends operational changes.
  • Partners with Legal and executive leadership to assess enterprise risk and develop mitigation strategies.
    Information Systems and Technology
  • Provides strategic operational leadership for the strategic planning, implementation, optimization, and governance of all technology supporting the 340B Program.
  • Partners with Enterprise Information Technology, Epic, Pharmacy Informatics, third-party vendors, and external partners to ensure technology solutions support operational excellence, compliance, and scalability.
  • Establishes technology priorities supporting automation, reporting, data integrity, analytics, and operational efficiency.
  • Oversees system implementations, upgrades, interfaces, and technology enhancements affecting enterprise 340B operations.
  • Collaborates with Epic, Pharmacy Informatics, and Enterprise IT to optimize clinical workflows supporting compliant 340B capture and reporting.
    Strategic Initiatives and Business Development
  • Sponsors enterprise initiatives involving 340B optimization, organizational growth, mergers and acquisitions, ambulatory expansion, new clinical programs, and contract pharmacy development.
  • Provides strategic leadership for cross-functional projects impacting the 340B Program.
  • Evaluates emerging business opportunities, operational models, and industry best practices to position the organization for long-term success.
  • Leads enterprise change management efforts supporting strategic transformation of the 340B Program.
  • Leadership and Talent Development
  • Provides leadership and professional development for enterprise 340B leadership and operational teams.
  • Builds a culture of accountability, collaboration, innovation, and continuous improvement.
  • Establishes organizational goals and performance expectations while supporting succession planning and workforce development.
  • Recruits, develops, and retains high-performing leaders and subject matter experts supporting the enterprise 340B Program.
  • Develops departmental operating plans, staffing models, annual goals, and performance objectives.
    Education, Communication, and Executive Engagement
  • Develops enterprise education strategies to ensure leaders and staff maintain current knowledge of regulatory requirements, operational expectations, and industry best practices.
  • Serves as the subject matter expert and trusted advisor on all matters related to the 340B Program.
  • Presents strategic recommendations, program performance, financial results, and compliance updates to executive leadership, governance committees, and the Board as appropriate.
  • Develops communications, presentations, reports, and dashboards supporting organizational decision-making.
  • Represents the organization in interactions with HRSA, manufacturers, external auditors, consultants, industry associations, and other external stakeholders.
    External Relations and Industry Leadership
  • Represents the organization in regional and national 340B organizations, professional associations, advisory groups, and industry forums.
  • Develops collaborative relationships with peer organizations, external consultants, vendors, and government agencies.
  • Monitors national trends, legislative developments, and industry best practices to ensure the organization remains a leader in 340B program management.
  • Promotes innovation through participation in strategic partnerships, benchmarking initiatives, and industry collaborations.
    Enterprise Operational Leadership
  • Serves as the operational leader responsible for issue resolution, strategic consultation, and executive decision support related to the 340B Program.
  • Provides leadership during organizational initiatives, regulatory events, audits, and operational disruptions affecting the 340B Program.


Minimum Qualifications
1. Master's degree from an accredited college or university in Healthcare Administration, Health CarePlanning, Business Administration, Public Administration or a related discipline; and seven (7) years ofprogressively responsible experience in health and medical service administration, public administration,personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning,liaison and inter-organizational relationships, or related administrative or managerial functions; or
2.Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and eight(8)years of progressively responsible experience in areas, as listed in "1"; or
3.Satisfactory equivalent combination of education, training and/or experience. However, all candidates must have a minimum of a Bachelor's degree in disciplines, as listed in "1" above.

Department Preferences

  • Current license and registration in good standing to practice Pharmacy in New York State, preferred.
  • Other clinical or business certifications relevant to healthcare operations, compliance, or finance, preferred.

  • BS, BA, PharmD, RPh.
  • MBA/MPH/MHA (preferred)
  • Experience working for a large, integrated hospital system or ambulatory care system and specialized knowledge/experience with 340B program design, operations, and compliance in a healthcare environment are preferred.
  • Strong leadership and people-management skills; deep knowledge of 340B regulations and operational models; and advanced analytical, project-management, and communication skills to effectively collaborate with senior leaders across a large, integrated healthcare
