The office works to strengthen business capacity, connect businesses to resources, and support participation in City opportunities. Job Description

POSITION SUMMARY

This is data and analytical work developing, revising, and directing the collection, classification, analysis and dissemination of statistical information for the Office of Economic Opportunity (OEO) within the Office of Business Impact and Economic Advancement . The employee works in OEO supervising staff responsible for developing and managing OEO data, statistical and performance metric agendas. Work includes developing and delivering mandated reports using the ACIS, OEO software programs (e.g. B2GNow) and other reporting requirements. Work is largely responsible for overseeing the data collection for and production of quarterly participation reports; writing and overseeing narrative and data portions of the OEO Annual Report; overseeing the production of the Annual Disparity Study and providing other monthly/quarterly data reports. Directing statistical studies to identify economic trends, patterns and needs is a significant aspect of work. The Senior Director will also manage digital initiatives to build capacity within OEO by improving internal programs and processes via digital tools. This role supervises an Information Management Analyst II who will assist with data, analytics, reports, and performance metrics for OEO. This role works closely with OEO staff, and other city departments, to ensure data integrity of reports and research.

This position reports to the Deputy Director, of the Office of Economic Opportunity in BIEA.

ESSENTIAL JOBS DUTIES AND RESPONSIBILITES:
• Oversee the data collection for and production of OEO quarterly participation reports
• Write and oversee narrative and data portions of the OEO Annual Report
• Oversee the production of the Disparity Study
• Provide other monthly/quarterly data reports
• Provide ad hoc data reports as needed
• Perform maintenance in/on OEO software programs (e.g. B2GNow) as needed
• Oversee, with analyst, the monthly import of the OEO registry to Finance to be entered into ACIS, Reviewing to assure that OEO's documents are attached to contracts in ACIS
• Helps prepare agenda and invites data collection-related speakers for the quarterly Economic Opportunity Review Committee (EORC) meetings
• Assist with the agenda and develops data collection-related presentations for quarterly OEO Officers meetings
• Assist the Deputy Director for OEO with all Budget preparation
• Work with Communications and OEO staff to post all EOPs on the OEO website
• Works with staff to conduct approvals for PIDC EOP projects
• Supervise one direct report - OEO Information Management Analyst II
• Works with the OEO Attorney to review the Disparity Study and Annual Participation Reports

Competencies
• Ability to extract and compile data from multiple city systems, including: ACIS, FAMIS, ADPICKS and OEO software programs (e.g. B2GNow) and research platforms in support of request from within the department.
• Ability to translate data into reports that can be understood by the general public
• Ability to translate complicated data, tables and charts into user friendly documents for the mayor's office, city council and public consumption to communicate OEO's work.
• Excellent self-direction and the ability to take ownership and drive responsibilities through to completion.

Qualifications

The following statement represents the minimum training and experience

EDUCATION
• Bachelor's degree from an accredited college or university, with major course work in a quantitative subject such as statistics, economics, applied mathematics with at least 12 semester credit hours in quantitative methods, AND at least 7 years of relevant experience in economic development or business-related settings.

OR
• Master's degree from an accredited college or university, in business administration, statistics or other related fields which has been deemed acceptable by the Office of Human Resources.

PREFERRED EXPERIENCE
• Five years involving responsibility for directing comprehensive research projects that involve the analysis of commerce programs or business statistics and information systems.

OTHER REQUIREMENTS OF CONSIDERATION
• Must be a U.S. Citizen or have legal permanent resident status.
