Job Description
Facilities Management & Construction (FMC) manages, operates, and maintains 56 City-owned buildings throughout the five boroughs, working to provide clean, safe, and energy efficient space for the tenants in these public buildings. FMC is dedicated to both the daily maintenance of the public buildings, managed by Building Services, Fire & Life Safety, and other critical field staff, as well as to long-term renovation and rehabilitation projects, which are managed by a dedicated staff of architects, engineers, and other professional technical experts. FMC also oversees the daily operations of all elevators across the DCAS public buildings portfolio.
Construction & Technical Services (CTS) under FMC consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project & property managers who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.
Its design team performs in-house designs, conducts field inspections, and ensures design compliance with Local Laws. This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.
The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget, and timelines. This team assesses field conditions, prepares reports, and coordinates meetings with contractors, consultants, and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.
The technical team manages the maintenance and surplus in City-Owned properties, handles the contracts for services including, but not limited to, interior rehabilitation and construction, waterfront construction, sidewalk repair, fencing, demolition, pest control, erection of scaffolding; handles and maintains the design and management of site safety projects (Local Laws and Violations) and maintains and repairs all elevators, escalators and ADA lifts throughout City-Owned buildings with the five boroughs.
The DCAS Trade Shops help with all in-house construction and repair services needed within DCAS-managed sites. The Shops perform small-scale renovations such as partitions/drywall work, rough and finish carpentry, interior/exterior painting, electrical and plumbing repairs, structural steel, concrete, and masonry work and manufacture in-house replacement of parts for obsolete equipment and locksmith services and Mayoral Ceremonies and Special Events.
The qualified candidate will be required to perform the following responsibilities, but will not be limited to:
-Prioritize the repairs and/or upgrades of facades, parapets, retaining walls, roofs, garages and building infrastructure by submitting pre-preliminary budget estimate & scope of work for the "new needs", assisting in developing DCAS Capital Plan.
-Prepare, sign & seal applicable design documents for DOB filing; obtain DOB design approval prior to construction as required and conduct the final inspection for the DOB sign-off.
-Manage Facade Inspection & Safety Program (FISP), as well as the Parapet, Garage and Retaining Walls Inspections including e-filling with DOB through DOB NOW.
-Train in-house staff in the pricing and the forecast of cost trends and factors.
-Develop change order negotiations based on technical bulletins, drawings and sketches and review the validity of extra work costs and credits of the work performed is not part of the original contract.
-Review field conditions and prepare sketches for omitted conditions on design drawings to reach a fair and reasonable standard for proposed negotiations based on field conditions.
-Review contract documents comprised of drawings and specifications to attain estimates of value(s).
-Review change orders submitted for DCAS in-house projects for its validity and cost and prepare for submission to Engineering Audit.
-Review and analyze construction requisitions based on work progress is in conformance to the plans and specifications reports and determine final payment amounts.
-Review construction/consultants reports to determine payment progress.
-Assist in the review and approval of construction documents and drawings as uploaded into DOB Now within DCAS sites, including DDC projects.
-Review and submit CTS' comment on DDC projects within DCAS properties, during planning, design and construction phase.
-Represent the unit on behalf of the Assistant Commissioner/Chief Engineer in meetings during his absence.
-Manage new construction projects Guide to Design Consultants interfacing with the standard contractual agreement.
-Assist project engineers in developing and maintaining project documentation including the review of drawings, specifications, requests for proposals, vendor approval and comments.
-Coordinate with unit directors and executive directors the work of contractors and the management of contracts.
-Supervise, coordinate, and assign staff to conduct difficult and complex tasks as necessary, prioritizing a variety of tasks with minimal supervision.
-Review and analyze time extension requests for construction, make recommendations and prepare modification of contracts.
-Participate in the preparation of departmental budgets and prepare justification of budget needs to support the capital improvement project requests.
-Prepare correspondence and report in relation to engineering projects and property management, investigates complaints by city officials and/or outside agencies and proposes course of action to resolve such complaints.
-Directing and updating RFP for engineering design consultants.
-Design temp repairs on facades to reduce the number of sidewalks sheds.

Qualifications
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
