Job Summary and Qualifications

The Senior Director, Purchased Services Contracts is responsible for leading the strategy, management, and execution of sourcing initiatives across clinical and non-clinical service categories, technology services, and other non-labor expense categories. This leader drives the development and implementation of a comprehensive purchased services program focused on expense management, supplier negotiations, sourcing excellence, contract execution, analytics, and value realization.

The role partners with executives, physicians, clinical and operational leaders, and key stakeholders to identify purchased services opportunities, maintain a multi-year savings pipeline, implement contract conversions, operationalize savings initiatives, and drive post-implementation compliance to achieve annual savings objectives.

Key Responsibilities

  • Achieve annual purchased services savings goals across assigned categories.
  • Identify, prioritize, and execute purchased services optimization opportunities.
  • Build and maintain a multi-year purchased services opportunity pipeline.
  • Lead contract conversion and implementation initiatives.
  • Partner with stakeholders across the organization to drive adoption of sourcing strategies and savings initiatives.
  • Monitor compliance, contract performance, value realization, and savings achievement following implementation.
  • Provide strategic leadership and oversight for purchased services expense management.


Essential Duties and Responsibilities

Strategic Leadership & Program Management

  • Lead the management of a complex purchased services portfolio including clinical services, non-clinical services, technology services, and other non-labor spend categories.
  • Design, implement, and continuously improve sourcing and contract management frameworks for new and existing purchased services contracts.
  • Develop and deploy best-in-class purchased services methodologies, including analytics, sourcing strategy development, requirements gathering, supplier negotiations, contract optimization, and value realization programs.
  • Establish strategic supplier relationships and performance management processes, including KPI development and structured business reviews.
  • Assess purchased services spend and provide strategic insights and recommendations that support organizational goals and initiatives.
  • Manage purchased services project plans and savings initiatives from identification through implementation and compliance monitoring.
  • Facilitate stakeholder meetings and sourcing discussions to review active projects, identify barriers, and drive results.
  • Track contract execution, implementation progress, realized savings, and supplier performance to ensure expected outcomes are achieved.


Category Management & Sourcing

  • Lead sourcing and contracting initiatives that deliver high-quality services and measurable cost savings.
  • Prepare, issue, and manage Requests for Proposal (RFPs).
  • Conduct market research and supplier evaluations.
  • Analyze proposals and develop business cases and recommendations for leadership review and approval.
  • Negotiate contract terms and collaborate with Legal to finalize agreements.
  • Build strong relationships with clinical, operational, supply chain, physician, and executive stakeholders.
  • Define and improve purchased services solutions that align with organizational objectives.
  • Provide education and guidance to stakeholders regarding purchased services processes, strategies, and opportunities.


Financial Management

  • Establish, monitor, and achieve annual savings and performance goals.
  • Develop and maintain methodologies for quantifying savings opportunities and measuring realized savings.
  • Create standardized tools, templates, processes, and financial models to support purchased services initiatives.
  • Identify and execute expense reduction and spend optimization strategies.


Project Management

  • Lead multiple complex initiatives simultaneously in a fast-paced environment.
  • Develop comprehensive project plans, timelines, milestones, and implementation strategies.
  • Facilitate cross-functional teams to build consensus and support contract implementation.
  • Monitor project deliverables, risks, dependencies, and outcomes.
  • Maintain accurate reporting of project activities, status updates, and results.


Qualifications

Education

  • Bachelor's Degree required.
  • Master's Degree or other advanced graduate degree preferred.


Experience

  • Minimum 7 years of experience in a healthcare-related environment with direct responsibility for purchased services, sourcing, supply chain, value analysis, contract management, or related functions.
  • Demonstrated experience leading purchased services initiatives and expense management programs.
  • Proven track record of achieving measurable savings and operational results.
  • Experience managing complex sourcing projects, supplier negotiations, and contract implementation efforts.
  • Strong project management experience, including planning, execution, measurement, and reporting of results.
  • Advanced proficiency in Microsoft Excel, PowerPoint, and Word.
  • Experience with business intelligence, analytics, sourcing, contract management, and project management tools preferred.
  • Previous leadership experience managing teams and cross-functional initiatives preferred.
