Duties & Responsibilities

The Senior Director of Compliance and Health Information is responsible for minimizing CHS' exposure to unnecessary risk, managing the medical records and compliance departments, and coordinating the development of division-wide policies and procedures. This is a pivotal leadership position to help CHS navigate risks attendant to innovation as the division embarks on bold new initiatives.

Responsibilities include: (Detailed Task)
  1. Manages the Compliance department to ensure obligations are timely met with regulatory agencies and oversight bodies, coordinate responses to multiple monitoring teams and outside agencies, and collaborate with department leadership on critical legal and compliance issues.
  2. Manages the Medical Records department, identifies systems improvements, and implements initiatives to modernize workflows and enhance accountability through metrics and reporting.
  3. Designs and implements a division-wide risk management function to assess, monitor, and minimize departmental vulnerabilities. Performs initial and periodic departmental risk assessments to proactively identify, assess and control threats and develop and implement steps to mitigate potential harm.
  4. Creates internal control policies to prepare programs for internal and external audits.
  5. Researches, analyzes, and advises CHS executive leadership on relevant rules and regulations to determine impact on programs.
  6. Communicates strategically with oversight entities in coordination with CHS and H+H and City leadership.
  7. Develops and maintains division-wide policies and procedures in partnership with senior administrative and clinical leadership.
  8. Applies up-to-date working knowledge of active and pending regulatory/legal requirements, applicable federal and state privacy laws and standards, and internal policies and procedures.
  9. Develops and implements mechanisms for timely, accurate, and coordinated responses to information requests in conjunction with clinical services and field operation teams.
  10. Provides support to departments to develop, draft, and review MOUs and agreements.
  11. Coordinates the CHS Quality Management Program, including quality improvement initiatives, performance monitoring reporting, and follow up activities.
  12. Performs other duties as assigned.


Minimum Qualifications
1. Master's degree from an accredited college or university in Healthcare Administration, Health CarePlanning, Business Administration, Public Administration or a related discipline; and seven (7) years ofprogressively responsible experience in health and medical service administration, public administration,personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning,liaison and inter-organizational relationships, or related administrative or managerial functions; or
2.Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and eight(8)years of progressively responsible experience in areas, as listed in "1"; or
3.Satisfactory equivalent combination of education, training and/or experience. However, all candidates must have a minimum of a Bachelor's degree in disciplines, as listed in "1" above.

Department Preferences

  • Bachelor's degree in healthcare administration, public administration, public health, business administration, policy, or a related field.
  • Strong knowledge of federal, state, and local healthcare laws and regulations, including HIPAA, health information privacy and security, medical records requirements, and other laws applicable to correctional healthcare.
  • Experience in healthcare operations, policy analysis, quality management, program management or a related field.
  • Strong analytical, research, and problem-solving skills with exceptional attention to detail.
  • Experience coordinating quality management, quality improvement, or continuous improvement initiatives.
  • Demonstrated experience providing regulatory, compliance, or risk-management advice to leadership, with the ability to translate complex regulatory requirements into practical operational guidance.
  • Experience working with government agencies, regulatory bodies, oversight entities, auditors, monitors, or other external stakeholders, preferably in a highly regulated healthcare or public sector environment.
  • Excellent written and verbal communications skills, including the ability to prepare clear, concise responses and recommendations for leadership, oversight entities, and departments.
  • Strong interpersonal and relationship management skills, with the ability to collaborate effectively with departments and leadership.
  • Ability to manage multiple complex, time sensitive matters simultaneously while exercising sound judgment regarding competing priorities and organizational risk.
  • Experience working in healthcare, correctional healthcare, criminal justice, or another highly regulated public sector.
  • Strong analytical skills and attention to detail; carefulness and thoroughness are key to success in this role.
  • Ability and enthusiasm to learn new concepts and technology.
  • Excellent knowledge of Excel, Word, and PowerPoint.
