Full Job Description
APPLICANTS MUST BE PERMANENT IN ADMINISTRATIVE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.

Career Services is responsible for liaising with Vendors and Providers; conducting the review and approval of Corrective Action Plans; including the timely internal review and approvals of CAPs; tracking and monitoring the satisfactory implementation of CAPS and sustained performance improvement; conducting unannounced field visits and sample record reviews; this includes the monitoring and implementation of CAPs for vendors and providers resulting from program, Bureau of Audit Review (BIVA), State and Federal audits and oversight audits.

Career Services is recruiting for an Administrative Staff Analyst NM II to function as a Senior Director, who will:

-Oversee the operations and program design of the units under Continuous Quality Improvement & Provider Developed Employment Assessments and Service Plans through a team of directors, managers and staff; and through the provision of leadership, administrative guidance; identifying, implementing and coordination of strategies that enhance operational workflows and effectively increase competence in work performance to achieve departmental goals and compliance with directives provided by the Mayors' Office of Contracts (MOCS), PPB and Agency rules for contracts and program initiatives.

-Responsible for the development of and implementation of sustainable processes and controls to collect data and evidence for the review of provider developed assessments, ISP's and establishment and achievement of participants short-term and long-term career goals. This includes collaborating with internal and external partners in the development and implementation of technical support, training strategies and use of best practices.

-Establish and ensure the monitoring and timely evaluation of provider assessments, ISP's and reporting; establishes strategies and directs the Assessment Monitoring & Evaluation Reporting in the monitoring, evaluation and reporting of provider performance goals; collaborates with each ADC of Career Services and OPPM regarding, performance and reporting; including the development of CareerStat slides for the Office of Contracts, Budgets and Special Projects.

-Oversee the development and implementation of strong customer service protocols, external and internal communications; efficient and effective reporting activities (systems/reports/narratives): sustainable Standard Operating Procedures, Contractor guidance; and CQI monitoring for the Office of Contracts, Budget and Special Projects.

-Administer the overall effectiveness and efficiency of the Assessment Monitoring & Evaluation Reporting and Continuous Quality Improvement & Special Initiatives Unit; establishes strategies that ensures operational management and attainment of goals and outcomes set by the ADC and Senior management through the establishment and review of weekly/monthly/adhoc activity reports.

-Has oversight to regulate time and leave, disciplinary issues and staff development for the Contract Monitoring and Compliance Unit and Vendor Liaisons Unit. This includes and is not limited to the development of training and onboarding materials for staff; identifying training and approves requests for computer/technical skills, workplace skills course enrollment and develops new training opportunities to help staff be more engaged and effective in their current and future roles; and consults with Labor Relations and Labor Unions to discuss issues relevant to finding solutions that meets the needs of staff and the program.

-Interact with high-level City and State personnel and officials regarding Mayoral, City, State and Federal mandates; assists in and acts as a liaison between contractors and other agency personnel regarding contractual actions; addresses contractor audit findings by the Agency and/State; Ensures proper and timely communication to and from the Career Services Contract Monitoring Outlook address and that communication is always structured in a business and professional format using protocols established by DSS/HRA and the Office of Contracts Budgets and Special Projects.

-Assist the ADC with the management of the timely development, review and approval and implementation of survey/audit tools to monitor program performance, fiscal health and compliance for each division under the umbrella of Office of Contracts, Budget and Special Projects; including collaborating and conducting qualitative reviews of assessments and reports prior to publishing to internal and external partners.

-Assist the Assistant Deputy Commissioner in coordinating activities to promote an effective/efficient program, in conjunction with other Employment Services program areas; and responds to high level requests for information from various offices.

-Prepare executive and operational reports and dashboards that include key performance indicators, metrics analysis and summaries; reports of staff assignments and effective management of all assignments; and other duties, as requested.

ADMINISTRATIVE STAFF ANALYST ( - 1002D

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
