Full Job Description
Reporting to the Director General, Library and Research Services, the Senior Director, Branches and Parliamentary Outreach, provides strategic leadership for a diverse portfolio of services that are essential to the Library of Parliament's mandate. This includes library branch services, reference and intake services, news and current awareness products, parliamentary learning and outreach initiatives, and the Parliament of Canada Information Service. As a member of the senior leadership team, you will shape the future of service delivery by driving modernization, fostering innovation and ensuring that the Library continues to provide timely, trusted and client-focused services. You will lead a team of managers, librarians and specialized professionals, championing a culture of excellence, collaboration, inclusion and continuous improvement. The incumbent performs the following duties: Strategic Leadership • Develop and implement strategies that advance the Library's mandate and priorities. • Provide direction for the delivery of high-quality services and programs. • Promote excellence and results across a broad portfolio. Innovation and Modernization • Lead transformational initiatives that modernize services, processes and technologies. • Enhance accessibility and the client experience. • Foster innovation and continuous improvement. Build Strategic Partnerships • Cultivate strong relationships with internal and external stakeholders. • Represent the division and the Library on committees, working groups and collaborative initiatives. • Advance organizational goals through effective consultation and partnership. Qualifications Education: • Master's degree in library and information studies from a recognized university OR • An acceptable combination of education, training and leadership experience in library or information management services. Experience: • Significant experience leading multidisciplinary teams delivering a library function, including responsibility for operational planning, workforce management and performance management. • Experience providing strategic advice and recommendations to senior executives. • Experience building and maintaining relationships with senior stakeholders and partners. • Experience developing and implementing strategic and operational plans. • Experience leading organizational change, transformation or modernization initiatives. • Significant experience leading client-focused programs, services or operations. *Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of various complex related activities. Knowledge: • Knowledge of Canada's parliamentary system and parliamentary institutions. • Knowledge of strategic and operational planning, governance, performance measurement and risk management. • Knowledge of leadership and people management practices. • Knowledge of trends, challenges, best practices and emerging technologies related to library, information and client service delivery. • Knowledge of change management and organizational transformation principles.
