Full Job Description
Summary

As the Senior Deputy Comptroller (SDC) and Chief Operating Officer (COO), you will serve as a principal strategic executive and member of the Executive Committee (EC), providing enterprise leadership over the Office of Management (OM) and its core administrative and operational functions, including human resources, finance, procurement, facilities, and related management services.

Duties

Help

As the Senior Deputy Comptroller and Chief Operating Officer, you will:

  • Direct the day-to-day performance of HR, finance, procurement, facilities, and related administrative, and other services so they reliably enable the organization's mandate, acting as service providers to the business, rather than create friction or delay.
  • Establish efficient, well-controlled, service-oriented workflows across support functions; eliminate bottlenecks, redundant steps, and control gaps that could hinder timely delivery of mandate-critical work. Evaluate key workflows and tailor them to only what is required vs. what is customary to the organization to ensure maximum efficiency.
  • Lead workforce planning, talent acquisition, performance management, and employee relations so that people processes enable-rather than constrain-the organization's ability to achieve its mandate. Ensure the organization has the right staffing levels, skills and succession plans so that human capital remains aligned with mandate priorities and can absorb external disruptions.
  • Manage financial and material resources (budget execution, procurement, vendor performance, real estate) to maximize value and maintain the operational runway needed to meet mandate goals under both normal and stressed conditions.
  • Develop and test business-continuity, crisis-response, and recovery plans so that core support functions and mandate-delivery capabilities can continue or rapidly resume after exogenous shocks (supply-chain issues, workforce disruptions, etc.).
  • Define and track key operating metrics (service levels, process cycle times, control effectiveness, vendor reliability) and escalate emerging internal themes/trends that threaten mandate achievement.
  • Provide clear, forward-looking counsel on capacity, constraints, and residual operational risks that could affect mandate delivery; recommend adjustments to priorities, investments, or risk appetite so that operations remain a reliable enabler rather than a limiting factor.
  • Lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluate training/developmental needs. Assess, evaluate and provide input to performance evaluations. Recommend personnel decisions regarding hiring, promotions, adverse action, etc.
