Job Summary South Burlington is a growing, dynamic community committed to using data to make policy and operational decisions. The Senior Data Analyst leads the effort to collect, analyze, and visualize data of the City to inform operational and policy decision making that supports a strong and engaged Leadership Team.
The Senior Data Analyst:
- Reports directly to the City Manager's Office;
- Works with City leadership across departments to facilitate data-driven decision-making at all levels of government, as well as implementing new frameworks for accessing, maintaining, and sharing data and data-related visualizations internally and externally;
- Support and advises on data management in City systems to enable effective reporting and downstream analysis;
- Exercises latitude for independent judgment and analysis related to data requests and evaluation;
- Supervises the City's Data and GIS Analyst to integrate City data collection within one team; and
- Leads efforts to build and maintain strategic systems and structures to allow for open government and to inform decision-making aligned to our community goals.
Examples of Duties - Works with the City Manager and Deputy City Manager to use data to advise City leadership and the City Council on operational and policy decisions.
- Leads efforts to implement the City's Data Strategy, using operational data from many City sources to build new data sets, query datasets to answer leadership questions, improve data collection and analysis systems, and advance continuous improvement initiatives.
- Supervises the City's Data and GIS Analyst.
- Cleans, analyzes, and presents data and data visualizations in ways that are accessible to staff, City leadership, City Councilors, committee members, and the public, with support from the Data and GIS Analyst.
- Works with the Information Technology Department to improve data collection, storage processes, and modernize systems.
- Manages cross-department data systems such as financial, permitting, and others in conjunction with the Information Technology Department, overseeing data, metadata, reporting, while the IT Department oversees account creation, management, and access control.
- Maintains a working knowledge of the City's spatial, financial, and operational information and promotes the use of data analysis and GIS to achieve departmental goals.
- Oversees vendor relationship and cross-departmental technical assistance of the City's online permitting software.
- Provides training and technical assistance to colleagues across the City to ensure the quality of the data input, collection and the ability for relevant staff to use the information.
- Ensure data sets meet relevant City, State, and other standards.
- Supports the provisioning of the City's GIS resources as needed, including helping coordinate cross-departmental practices, and directing consultants engaged to manage and update GIS data.
- Visits facilities across the city and/or proposed development, project, or construction sites.
- Completes other duties as assigned.
Minimum Required Qualifications - Bachelor's Degree in Statistics, Data Science, Computer Science, Public Policy, or a related field of study and at least three years of equivalent professional work experience demonstrating required skills, equivalency considered.
- Demonstrated proficiency in analyzing data and presenting effective, repeatable, and documentable visualizations and analyses. This should include experience in use of data analysis tools, database management systems, data visualization software, and use of programming languages such as R and/or Python.
- Experience presenting to a wide range of audiences, including organizational leadership, elected officials, and the public.
- Possesses a valid Driver License required.
Supplemental Information - Proven track record of using data to inform operational and policy decision making.
- At least two years of management or supervisory experience strongly preferred.
- Familiarity with municipal government or general governance structures preferred.
- Working knowledge of spatial data structures, analysis techniques, and software. Familiarity with ESRI Enterprise, ArcGIS Online and ArcGIS Pro Desktop software preferred.
- Demonstrated ability to gather, assimilate, and analyze information from a broad range of sources. This could include, for example, an ability to develop easily understandable GIS maps, or other data visualizations, and effectively manage and synthesize large quantities of data.
- Demonstrated ability to communicate, present complex ideas to a variety of audiences in a variety of forms effectively.
- Demonstrated ability to prepare succinct, responsive, repeatable, and accurate reports.
- Demonstrated ability to establish effective working relationships across departments, elected officials, and the public.
