We are currently seeking a Senior Data Analyst to join our team in Albany, New York (US-NY), United States (US).
Position Overview
The MECM Senior Data Analyst supports the Department of Health (DOH) Division of Operations and Systems (DOS) in quality assurance activities for the Medicaid Eligibility and Client Management (MECM) system. This role reviews data-related requirements, data models, data flows, data quality, reporting, analytics, testing evidence, and related SDLC artifacts across the MECM hybrid software development lifecycle. The position works with Department, QA, project, and vendor teams to support accurate data analysis, effective data quality review, clear findings and recommendations, and readiness across MECM wave-based implementation activities, including complex population migration, appeals, operational readiness, and related project tracking.
This is a hybrid position with travel to the client's site, in Albany, NY.
Job Responsibilities Include:
- Review MECM data-related requirements, design, testing, implementation, reporting, analytics, and SDLC artifacts for completeness, accuracy, data quality, and alignment with approved business needs.
- Evaluate conceptual, logical, and physical data models, data flows, data mappings, interfaces, reports, dashboards, and data lineage documentation for accuracy and fit for MECM business processes.
- Use SQL data reporting tools, business intelligence tools, and related analysis tools to support data validation, issue identification, documentation review, and QA reporting.
- Review data transformations, aggregations, data exchanges, and reporting outputs to identify anomalies, inconsistencies, errors, and potential data quality concerns.
- Support review of MECM test cases, test data, test results, and related testing evidence to confirm data accuracy, completeness, and alignment with documented requirements.
- Assess data governance, metadata management, master data management, data quality standards, and related data management processes for alignment with Department needs.
- Evaluate data orchestration, integration, and analytics-related solutions for impacts to MECM functions, including complex population migration, eligibility-related appeals, reporting, and stakeholder processes.
- Identify data quality risks, open questions, data conversion or migration concerns, interface issues, reporting gaps, and related dependencies, and recommend follow-up actions.
- Support MECM hybrid SDLC by reviewing activities across release/wave planning, requirements, design, development, SIT, operational readiness, UAT, rollout, and implementation activities.
- Prepare QA findings, comments, recommendations, quality metrics, and status inputs to support Department review and follow-up on assigned MECM data activities.
- Coordinate with the Department, QA, project, and vendor teams to clarify data requirements, resolve open questions, confirm analysis results, and support timely review of assigned artifacts.
- Maintain assigned data analysis materials, review documentation, comment matrices, findings, status inputs, and supporting evidence in Department-designated repositories.
Required Qualifications:
- Bachelor's degree in Finance, Management, Business, Health Care or related field
- Minimum 5 years of Quality Assurance and/or Data Analysis experience
- Minimum 1 year of database design, MS Access and SQL experience for creating and running queries
- Minimum 1 year of experience with MS Office (Excel, Word, PowerPoint, SharePoint)
Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $81,120 - $169,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance.
