Full Job Description
MDW Associates is currently seeking a Senior DARS Analyst to work with our government client in Alexandria, VA. The Senior DARS Analyst will support the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), which plays a critical role within the Department of War (DoW).

This role is hybrid and is on-site at the Mark Center two to three days per week.

The Senior DARS Analyst may perform a combination of some or all of the following duties:
  • Support the contracting regulatory rulemaking process, including Paperwork Reduction Act compliance, Defense Federal Acquisition Regulation Supplement (DFARS) web publishing, Defense Acquisition Regulations System (DARS) case management and associated information systems, industry engagement coordination, and ad hoc support.
  • Provide professional editing support for draft DFARS and Federal Acquisition Regulation (FAR) rules promulgated pursuant to the Office of Federal Procurement Policy Act to enable timely publication through the Office of the Federal Register.
  • Review and edit FAR approval-to-publish packages and Federal Acquisition Circular packages for proposed and final rules.
  • Assist in processing public comments received through Regulations.gov in response to advance notice of proposed rules, proposed and interim DFARS rules.
  • Assist in processing DFARS class deviations, including the coordination of documents with internal and external DPCAP stakeholders and legal counsel.
  • Prepare and publish DFARS update documents and publication notice summaries on the DARS test website and production website.
  • Assist in publishing the DFARS and the DFARS companion source, Procedures, Guidance, and Information, as well as DFARS Change Notices and the DFARS News.
  • Maintain and provide web access administration, information management, and general design support for all DARS related content (both public facing and for internal use only).
  • Prepare materials and talking points, coordinate engagement approvals, coordinate attendee information, and schedule resources for meetings with internal or external partners, both regularly scheduled and otherwise, such as but not limited to the following: DAR Council, FAR Council, DARS public meetings, DARS industry meetings, and FAR/DFARS training.

Required Experience/Skills:
  • At least 7 years of practical experience in Federal contracting, including experience drafting contracting policies, interpretation of contracting-related statute and drafting of contracting regulations at the component level or above.
  • At least 3 years of practical experience as a staff level or component headquarters staff action officer.
  • Capable of working independently in a fast-paced environment, managing multiple concurrent tasks with urgent deadlines, interfacing with other congressional analysts throughout the DoW, and other internal and external stakeholders.
  • Products must demonstrate strong written and verbal communication skills, along with the ability to synthesize complex legislative language, quickly determining DoW equities (areas of DoW responsibility or impact).

Preferred Experience/Skills:
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Acquisition Program Management Practitioner (or Legacy Level III) or Contracting Professional (or Legacy Level III) is highly desirable.

Education Requirements:
  • Bachelor's Degree is required but a Master's degree is preferred.

Security Requirements:
  • Candidates for this position must have an Active Secret Security Clearance.
