Full Job Description

The Senior Customs Clearance Manager will be responsible for end-to-end oversight, compliance, and coordination of international shipment activity (with a heavy focus on submissions) moving through Collectors’ logistics network. As international volume and routing complexity continue to increase, currently encompassing 132 possible submission routes, this role will provide centralized ownership to proactively enable smooth transport across borders (of submissions, outbound shipments, Operations materials), and mitigate mis-shipments, customs delays, and communication gaps across teams and regions.

This position will focus heavily on Temporary Import Bond (TIB) compliance, shipment validation, exception management, and cross-functional coordination between U.S. operations, international offices, brokers, and carriers. The role will track and help our business to respond to ever shifting customs requirements across countries, and ensure accuracy, visibility, and accountability from intake through final return.

You’ll report to the Director, Global Supply Chain and can work remotely with quarterly travel. We believe that there is significant value in in-personal collaboration. If you live within a 1 hour commuting distance to one of our offices, you may be required to be onsite most of the time. This will be discussed further as part of the recruiting process.

What You’ll Do:

International Submission Control & Validation:

  • Review and validate all international submission orders processed through Santa Ana, New Jersey, and other U.S. hubs prior to release

  • Ensure correct routing, destination handling, and system setup across all international shipments

  • Maintain “Shipping Hold” status for PSA China, Hong Kong, and other designated international submissions until cleared per policy

TIB Compliance & Customs Oversight:

  • Establish a global broker partner to streamline all international shipments and enable smooth new location go lives - evaluate current external partnerships and ensure we have strong global partners in place to scale

  • Provide ongoing ownership of TIB compliance after shipments depart U.S. facilities

  • Proactively track customs requirements across key locations to ensure we process information and apply Operational process changes ahead of shipping

  • Partner closely with U.S. customs brokers and FedEx to ensure end-to-end tracking and proactive resolution of customs holds

  • Monitor shipments for port accuracy, customs status, and documentation completeness

Tracking, Auditing & Exception Management:

  • Conduct regular audits of active international submissions to identify discrepancies, delays, or compliance risks

  • Produce exception reports and escalate issues to management within a 48-hour SLA

  • Identify problem orders early and flag for key internal teams, to prevent delays to remaining shipments within bulk TIB batches

  • Closely monitor turnaround times (TATs) and shipment progress from intake through return

Cross-Regional Communication & Coordination:

  • Act as the single point of contact between PSA U.S., China, Hong Kong, and other international logistics teams

  • Provide clear, timely status updates and resolution paths for international stakeholders

  • Coordinate across Receiving, Operations, Shipping, and Grading to ensure process continuity

Process Improvement & Systems Partnership:

  • Partner with Operations, IT, and cross-functional stakeholders to:

    • Strengthen system safeguards

    • Reduce reliance on manual tracking and fragmented documentation

    • Automate destination validation and routing checks

    • Apply Shipping dept process improvements as needed to ensure smooth delivery to international customers and business locations

  • Contribute to the development and enforcement of standardized international logistics procedures

Expected Impact:

  • Eliminate mis-shipment risks for international and TIB-controlled orders

  • Improve accountability and coordination across regional logistics teams

  • Reduce delays in returning high-value international submissions

  • Improve visibility into international shipment status and turnaround times

  • Reduce financial, compliance, and operational risk tied to international shipping errors

Who You Are:

  • 7-10+ years of experience in international logistics, supply chain, or shipping operations

  • Working knowledge of customs processes, commercial invoices, and international shipping documentation

  • Strong attention to detail and ability to manage complex, multi-step workflows

  • Proven ability to track, audit, and resolve exceptions in high-volume environments

  • Strong cross-functional communication skills

Preferred Qualifications:

  • Extensive (10 years+) experience managing TIB shipments or bonded logistics processes

  • Familiarity with warehouse management and order management systems

  • Experience supporting Asia Pacific logistics flows

  • Background in operational compliance or process improvement
