Duties

Help

Serves as the Senior Cost Estimator for DFMWR, NAF Contracting Division, Construction Branch and functions as the technical authority for cost estimating, cost analysis, and financial validation of NAF new construction, renovation, and capital improvement projects. The Senior Cost Estimator provides cost estimating and expert guidance across the full lifecycle of MWR facility project development, including: planning, programming, design, and construction.

The position directly supports all NAF Construction, including: NAF Major Construction (NAFMC),Capital Purchase & Minor Construction (CPMC), and Sustainment Restoration & Modernization(SRM). Position responsibilities for often complex MWR projects include the following: developing a comprehensive and fully documented cost estimate; performing an advanced quantity take-off from general specifications, statement of work (SOW), architectural/engineering/interior design documents; conducting cost risk analyses, escalation modeling, and contingency development; reviewing and certifying cost estimates/fee structures prepared by A/E firms and general contractors; leading cost component discussions for design reviews, independent technical reviews, and planning/design charrettes; preparing cost documentation for yearly NAFMC and CPMC project submissions; coordinating with multi-disciplinary teams to ensure integrated project development; occasionally conducting site visits to validate SOW project assumptions and gather field data; working independently in support of NAFMC/CPMC/SRM projects through authoritative cost analysis and technical recommendations; advising leadership on market conditions and construction escalation trends; and contributing to long-range facility investment strategies and annual capital planning cycles.

The position also involves building cost estimates using approved estimating tools such as RSMeans Online and other authorized systems, ensuring accuracy, defensibility, and compliance with DoD and NAF standards.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Minimum Qualifications:

1. Minimum of 6 years of experience in construction estimating or construction management.

2. Must be proficient with project estimating software and tools such as RSMeans Online, or equivalent.

3. Journeyman-level knowledge of construction estimating principles and core WBDG (Whole Building Design Guide) cost estimating standards and requirements.

4. Proficiency in interpreting drawings, specifications, and planning documents.

5. Experience in cost risk assessment, multidisciplinary coordination, and communicating complex cost concepts to both technical and non-technical audiences.

6. Effective verbal and written communication skills.

Highly Qualifications:

1. Knowledge of IMCOM organization, mission, policies, governing project development, design, and execution.

2. Experience managing construction projects.

3. Strong organizational skills to manage multiple projects effectively.

4. Knowledge of set schedules and milestones.

5. Bachelor's degree in Construction Management is preferred, or equivalent field experience.
