Position Summary

BB&E is seeking a dynamic and detail-oriented Senior Construction Surveillance Engineer (SCSE) to join our team, supporting NAVFAC construction surveillance and management services at The Charleston Naval Complex (CNC) and is located in Charleston, South Carolina.

The SCSE provides management support to the FEAD/ROICC for construction services, including construction inspection, quality assurance, safety and environmental compliance monitoring, and contract administration. The SCSE may oversee a team of CSEs and CSETs across related construction projects, providing senior guidance and consistency for major construction efforts.

Job Duties & Responsibilities
  • Manage the Government submittal review process, coordinating with NAVFAC's design team and Designer of Record for technical validation.
  • Review construction schedules (P6 CPM Network Analysis), progress charts, and provide recommendations for acceptance.
  • Monitor construction work for Contractor Quality Control (CQC) compliance and prepare Construction Representative's Reports (CRRs).
  • Prepare Contract Construction Compliance Notices (CCCNs) when workmanship, materials, or safety fall out of compliance.
  • Attend and lead weekly construction progress briefings, safety meetings, CQC meetings, and partnering meetings.
  • Monitor environmental protection compliance, materials testing, and system commissioning testing.
  • Review contractor payment requests and provide cost estimating services for contract modifications.
  • Oversee as-built and record drawing accuracy, and lead constructability reviews of plans and specifications.
  • Manage RFI responses, closeout documentation, and GIS database compliance.

Requirements
  • Bachelor's Degree in Engineering (ABET), Construction Management (ABET/ACCE), or Architecture (NAAB); a related degree plus 7 additional years of experience beyond the base requirement may substitute.
  • Minimum of 12 years of experience as a Construction Manager, Field Engineer, or Project Engineer on commercial/industrial, utility, or waterfront contracts valued over $10 million.
  • Working knowledge of scheduling software (Primavera Suretrak/P3/P6, Microsoft Project).
  • Proficiency in MS Office, Adobe Acrobat Professional, and RS Means/CostWorks.
  • Strong written and verbal communication skills, including experience briefing management and preparing formal correspondence.
  • Candidates must have completed 30 Hour OSHA Construction Training within the past two years and hold a USACE Construction Quality Management (CQM) for Contractors certification, OR obtain one within 60 days of onboarding. U.S. Citizenship and a valid driver's license are required.


Physical Requirements: To successfully perform the essential duties of this position, an individual must be able to perform the following:
  • Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites, and climb for extended periods, as well as when traveling to and from job sites.
  • Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly.
  • Must be able to work both indoor/outdoor (with exposure to the elements).
  • Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise.
  • Must be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests, and high-visibility reflective safety vests.
  • Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites.
  • Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs.


Work Environment:
  • Primarily operates in an outdoor environment where various weather conditions could be encountered, depending on the location and season.
  • May encounter extreme temperatures, airborne particles, fumes, chemicals, or loud noise.
  • Worksites might contain high-voltage equipment, exposed wires, and other electrical hazards that will require strict adherence to safety protocols.
