Job Description

The Construction Manager provides advanced construction management and technical leadershipfor the S300 mission, subcontracted construction projects, and the Laboratory's construction and facility infrastructure environment. The position has technical responsibility for managing complex construction projects and for planning, coordinating, integrating, and communicating subcontractor construction activities with representatives across the site.

The Construction Manager supports the S300 mission by ensuring that construction and facility infrastructure activities are safely, efficiently, and compliantly planned and executed in alignment with mission priorities, operational requirements, facility interfaces, project controls, and Laboratory standards. The role coordinates construction work with facility operations, engineering, ES&H, security, commissioning, project management, and program stakeholders to minimize impacts to ongoing mission activities while maintaining schedule, quality, safety, and cost performance.

This position requires a broad and advanced knowledge base, combined with demonstrated experience delivering a diverse range of project types. These include tenant improvements, new ground-up facilities, facility modifications, infrastructure upgrades, renovations, utility and site development, and specialty mechanical and electrical projects. The Construction Manager must be capable of adapting construction strategies to the technical, operational, safety, security, and mission requirements of each project. This position is within the Project Management Office.

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide advanced construction management expertiseand technical recommendations throughout project planning, execution, commissioning, and closeout.
  • Lead and coordinate complex construction projects, subcontractors, inspectors, project teams, facility stakeholders, and lower-tier contractors.
  • Direct construction activities in active, high-hazard, nuclear, and operational facilities while maintaining safe and compliant operations.
  • Review and resolve technical issues involving drawings, specifications, submittals, RFIs, schedules, construction methods, and field conditions.
  • Conduct constructability reviews, identify risks, and develop practical, innovative, and cost-conscious solutions to design and construction challenges.
  • Develop and oversee project-specific quality assurance and safety plans, including job hazard analyses and subcontractor safety programs.
  • Ensure compliance with Laboratory, DOE, OSHA, NEC, NFPA 70E, applicable codes, standards, and contract requirements.
  • Coordinate testing, inspections, quality and safety hold points, shutdowns, Lockout/Tagout activities, and commissioning.
  • Monitor project schedules, budgets, productivity, quality, safety, risks, and customer satisfaction, implementing corrective actions and delay-recovery strategies.
  • Provide technical leadership for electrical and specialized systems, and ensure subcontractors produce compliant shop drawings, quality installations, and required as-built documents.
  • Lead preconstruction, coordination, and stakeholder meetings; serve as the LLNS subject matter expert; and communicate project status, decisions, risks, and issues.
  • Maintain complete, accurate, and audit-ready project records and closeout documentation. Provide technical guidance and mentoring to less-experienced construction personnel and support training and workforce development.

In Addition at the TSS.5 Level
  • Serve as the designated principal construction management lead for major, complex, high-visibility, mission-critical, line-item, nuclear, or infrastructure projects that affect long-term organizational or Laboratory objectives.
  • Exercise technical authority over construction managers, inspectors, subcontractors, consultants, and multidisciplinary teams, including resource allocation and construction delivery performance oversightacross multiple projects.
  • Establish construction execution strategies, standards, procedures, and performance expectations for safety, quality, testing, inspection, shutdowns, Lockout/Tagout, commissioning, turnover, document control, and audit readiness.
  • Lead advanced constructability reviews, technical problem-solving, contracting strategy development, risk mitigation, and process improvements that enhance safety, quality, efficiency, cost, schedule, and project delivery.
  • Serve as the principal construction management spokesperson and organizational representative, advising senior management, project sponsors, DOE representatives, facility leaders, regulators, and external stakeholders on complex construction and infrastructure matters of significance to the organization and Laboratory.


Qualifications
  • Professional registration or certification, such as Professional Engineer, Certified Construction Manager, Certified Professional Constructor, or an equivalent nationally recognized credential.
  • Extensive experience leading major DOE, federal, national laboratory, nuclear, defense, research, or other highly regulated construction and infrastructure programs.
  • Demonstrated success managing large, technically complex, high-value, high-visibility, mission-critical, line-item, nuclear, or security-sensitive projects.
  • Experience developing construction execution plans, delivery strategies, contracting approaches, governance processes, staffing models, and performance measures for complex projects or programs.
  • Advanced experience with project controls, including integrated schedules, critical path analysis, cost forecasting, change management, risk management, productivity analysis, and delay recovery.
  • Demonstrated experience establishing organizational construction standards and implementing quality assurance, safety, commissioning, turnover, document control, and audit-readiness improvements.
  • Experience representing an organization before senior executives, DOE or federal representatives, regulators, facility leaders, customers, and external contractors.
  • Experience mentoring construction professionals and applying innovative practices, digital construction technologies, or process improvements that measurably improve safety, quality, efficiency, cost, schedule, or workforce capability.

Qualifications We Desire
  • Knowledge of construction practices, terminology, operations, and project management software.
  • Experience using Microsoft Project or Primavera, along with AI tools for project coordination, analysis, and reporting.
  • Experience working at DOE facilities, including knowledge of DOE quality and procurement requirements and familiarity with LLNL's Integrated Safety Management System.
  • Experience developing construction plans, contracting strategies, staffing plans, performance measures, and project controls for complex projects.
  • Experience managing schedules, costs, changes, risks, productivity, and delay recovery.
  • Experience establishing construction standards and improving quality, safety, commissioning, turnover, document control, and audit readiness.
  • Experience representing an organization to senior leaders, DOE or federal representatives, regulators, customers, and contractors.

Pay Range

$185,850 - $282,828 Annually

$185,850 - $235,692 Annually (TSS.4)

$223,050 - $282,828 Annually (TSS.5)

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
