Full Job Description
Senior Communications Manager, EHRM-IO Strategic Communications

Dynamic Integrated Services (DIS) is seeking a Senior Communications Management Lead to oversee strategic communications operations in support of the Federal Electronic Health Record Modernization (EHRM-IO) initiative at the U.S. Department of Veterans Affairs. This is a senior, enterprise-facing leadership role. The successful candidate will help drive the operational management of the EHRM-IO communications portfolio, collaborate on strategic direction across workstreams, and ensure the team's output is coordinated, compliant, and aligned to VA and VHA priorities.

This position is hybrid (3+ days/week onsite), based in Washington, DC, with travel as needed.

What a DIS Team Member Looks Like
  • A strategic operator who can see across an enterprise-wide portfolio and set direction, not just execute individual deliverables.
  • A convergent thinker who solves complex problems and manages ambiguity under pressure.
  • A proven leader who can run day-to-day operations for a communications function, including reporting cadence, cross-team coordination, and quality control.
  • A curious, policy-literate professional who understands how EHR implementations move through a large federal health system.
  • A confident advisor who can engage stakeholders across the full hierarchy, from frontline program staff to senior VA and VHA leadership.

Essential Duties

Strategic and enterprise-wide leadership
  • Serve as a co-lead for EHRM-IO communications, collaborating on strategic direction across all active workstreams and ensuring alignment with VA and VHA enterprise priorities.
  • Own operations management for the EHRM-IO communications function, including reporting cadence, work intake, prioritization, and cross-team coordination.
  • Advise senior government stakeholders on communications strategy for EHR implementation and adoption at national scale.
  • Identify risks to campaign execution and drive resolution before they affect delivery.

Program and project management
  • Manage the full lifecycle of EHRM-IO communications products, from planning through delivery, across multiple concurrent workstreams.
  • Maintain and improve operational infrastructure, including status reporting, work logs, and dashboards used to track team output and progress.
  • Coordinate across internal teams and government points of contact to keep deliverables on schedule and within scope.
  • Collaborate on implementation and enforcement of quality standards and editorial consistency across all EHRM-IO communications products.

Communications execution and oversight
  • Develop and oversee execution of strategic communications plans supporting EHR implementation and EHRM adoption.
  • Guide development of communications materials, including plans, fact sheets, talking points, web content, and campaign assets, ensuring consistency with branding and compliance standards.
  • Direct research and data analysis efforts (qualitative and quantitative) to inform communications strategy and measure effectiveness.
  • Lead internal team and client meetings and serve as a primary point of contact for communications operations discussions.

Required Experience and Qualifications

  • Bachelor's degree required; Master's degree strongly preferred, in communications, marketing, public relations, or a related field.
  • 10+ years of professional communications experience, including demonstrated leadership managing teams or complex communications portfolios.
  • Direct experience supporting EHR (Electronic Health Records) or EHRM (Electronic Health Records Modernization) initiatives.
  • Direct experience working with or supporting VA or the Veterans Health Administration (VHA).
  • Demonstrated strong project management skills, with a track record of managing multiple concurrent workstreams and deliverables against deadlines.
  • Excellent writing, editing, and presentation skills.
  • Strong attention to detail and the ability to operate independently in a fast-paced, dynamic environment.
  • Applicants must have the legal right to work in the US for any employer; sponsorship is not available for this position.
  • Preference given to qualified Veteran candidates.

Preferred Experience and Qualifications

  • Prior experience at a federal government contractor, consulting firm, or PR/marketing agency supporting VA or another federal health agency.
  • Direct experience supporting strategic communications efforts across VA or one of its three administrations.
  • Change Management certification or PMP (Project Management Professional).
  • Experience building or managing reporting infrastructure (dashboards, communications logs, status tracking systems).
