Full Job Description
DarkStar Intelligence supports the Defense Intelligence Agency (DIA), Directorate for Operations (DO), Enterprise Management Office (EMO) in delivering specialized Counterintelligence (CI) functional management and enterprise integration expertise under the Counterintelligence Enterprise Management Support (CIEM) effort. Serving as the staff element for the Defense Intelligence Enterprise Manager (DIEM) for CI and HUMINT, DarkStar's CI Management Analysts directly enable the mission of the CI Enterprise Management Division (EMO-3), integrating, coordinating, synchronizing, and deconflicting CI policies, requirements, and operations across the defense CI enterprise.

This work advances unity of effort across the Combatant Commands, the Military Department Counterintelligence Organizations, and the Defense Agencies, while ensuring alignment with Department of War (DoW), Joint Staff, and broader Intelligence Community (IC) priorities. Through performance assessment, strategic governance, policy development, and stakeholder engagement, DarkStar personnel strengthen the interoperability, effectiveness, and readiness of defense CI capabilities in support of national security objectives.

Requirements

Minimum Qualifications:
  • Ten (10)+ years of knowledge/experience in the CI disciplines of CI investigations, operations, collection, analysis and production, functional services, and/or mission support.
  • A Bachelor's Degree is desired.
  • Training as a credentialed CI special agent or law enforcement at the State or Federal level is preferred.
  • Must hold/obtain and maintain a TS/SCI clearance with CI polygraph


Duties/Responsibilities:

Provide senior-level CI functional management support to DIA DO/EMO-3, including:
  • Develop, coordinate, and implement enterprise performance measures; analyze enterprise-wide performance metrics, resource allocation, and operational data; identify trends and recommend courses of action (COAs) to address performance gaps.
  • Compile, validate, and format enterprise performance data for oversight bodies (GDIP, Congressional, OUSD(I&S) tasks).
  • Integrate enterprise equities into planning documents (CCMD plans, national strategies, DoW guidance, Joint Staff adaptive planning, interagency frameworks).
  • Identify gaps/overlaps/inconsistencies in policies; develop or revise policies, standards, SOPs, and guidance with OUSD(I&S) and the Defense CI Enterprise (DCE).
  • Establish and maintain knowledge management processes; serve as Data Transfer Officer/Trusted Agent for cross-domain records transfers (NIPR, SIPR, JWICS, CIOPS, POM).
  • Develop stakeholder engagement/communication strategies; facilitate working groups, conferences, and symposia; capture meeting minutes.
  • Support enterprise governance, deconfliction, and CI collection requirements management; conduct CI Records Name Checks and source deconfliction; maintain the Operational Management Database (OMDB).
  • Prepare briefings, executive summaries, assessments, memoranda, information papers, CQ inputs to Congress, and support to the Congressional Budget Justification Book (CBJB/CJB).
  • Support risk assessments, engagement strategy, insider threat, DCI, RDA/SCRM, and force protection mission areas; brief JCITA staff and students
