Senior Business Analyst, Clinical Business Intelligence

The Senior Business Analyst is an integral part of the team responsible for providing leadership, technical and analytical support for the development and implementation of virtual health systems, and/or the monitoring and reporting on operational planning and performance of the Public Health clinical and operational systems, used by BC, Yukon and First Nations. This role is responsible for providing leadership in business process reengineering concepts and methods, and leads the analysis and documentation of business requirements on Public Health Information Systems projects and virtual health projects, and/or ongoing enhancements to the national public health system. Additionally the role may provide application support for adjunct clinical applications and business intelligence tools.

The Senior Business Analyst will lead the scoping, planning, analysis, design, documentation and user acceptance testing of business requirements for data standardization, ad-hoc queries, reports, user interfaces, and/or the development of virtual health applications and other digital modalities. The position involves a deep understanding of BC Centre for Disease Control (BCCDC) clinical and health authority workflows and programs, and will support operational and clinical program leaders in the development of reports related to Public Health business/operational planning, data interpretation, data integrity, and/or the development of virtual health solutions with a focus on user experience.

What you'll do
  • Lead Public and Virtual Health program services planning and performance monitoring through the development of reports, direct data extraction and analysis. Provide specialized knowledge, analytical, and technical expertise in user-centered application development and user experience design and/or information management processes utilizing a deep understanding of data standards in relation to establishing quality reports.
  • Lead formal data collection and analysis to help identify system deficiencies and/or operational inefficiencies in order to report and develop new ways of improving business efficiencies, including data analysis related to business case developments, project proposals, adoption of new technologies and other key strategic and transformative initiatives.
  • Lead the scoping, analysis, acceptance criteria definition, development, user acceptance testing, training, implementation and maintenance phases of assigned projects. Track business and user requirements to ensure consistent and accurate translation of requirements through design, build and test cycles. Carry out post-implementation reviews and make recommendations for improvements.
  • Create business analysis deliverables including: process flows, data flows, software requirements specification documents, use cases, and high-level designs. Create user experience deliverables including: personas, user stories, user journeys, mockups, prototypes, wireframes and style guides for a range of applications, devices and interfaces.
  • Ensure the quality, accuracy, reliability, and timeliness of data and reports through meticulous testing, automated and manual data reviews, performance monitoring, contingency planning, consistency reviews, and other methods as appropriate.
  • Provide strategic planning support and change management services by leading and performing environmental scans, feasibility studies, workload efficiency analyses, formal data gathering techniques, and analyzing, designing and implementing appropriate information and/or virtual health systems. This includes identifying system deficiencies, user department operational inefficiencies and ways of improving business or clinical efficiency functions.
  • Lead the analysis, design, and documentation of reports and interfaces to support clinical operations, and management and evaluation reporting. Collaborate with other project team members as needed, including PHSA e-health and Office of Virtual Health. This includes gathering requirements from stakeholders, negotiating changes in the context of current and future-state vision, translating user requirements to technical requirements, defining appropriate change management strategies, monitoring and supporting best practice in documentation standards, researching solutions, and implementing change management procedures. May occasionally take direction from a Project Manager on large projects.
  • Support end-users through training sessions, user guides, one-on-one consultations, advice, workshops, troubleshooting, downtime procedures, and issue resolution. Research and evaluate new technologies, usability trends and user experience design best practices. Evaluate digital tools and their use through customer satisfaction surveys, performance measurement, auditing, usage logs, and other methods, and reports the findings to management and other stakeholders as required.
  • Provide a leadership role in provincial and national forums responsible for the ongoing management of public health and/or virtual health systems. Lead provincial communities of practice responsible for ongoing operational and change management of public health systems including data quality, consistent use and adherence to practice standards.

  • A level of education, training and experience equivalent to a Master's in Health Information Management, Business Administration, Information Technology or related discipline and five (5) years of experience in a similar role in information management or business analysis which includes at least two (2) years in information management, health services planning, IT Solution implementation initiatives, data analytics and use of reporting tools, or user experience design of solutions in digital environments
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within PHSA Programs (PPHIS) contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge
  • Superior critical-thinking and analytical skills with the ability to integrate broad system thinking/perspective with data to develop quality reports, operational support plans and monitor on-going performances. Advanced analytical and problem-solving skills to gather business, operational and user requirements and recommend innovative solutions. Understanding of the Systems Development Life Cycle and project management methodology. Comprehension of information architecture, user-centered design, planning and conducting user testing, A/B testing, prototyping, wireframing, and usability concerns is an asset.
  • Demonstrated ability to develop and organize documentation at a variety of levels including business requirements, technical documents, and user documents. This role also requires exceptional written skills with a high degree of producing concise, structured and well written documents and reports, including the ability to express complex ideas in simple terminology appropriate for the audience.
  • Knowledge of and adherence to privacy and confidentiality policies and measures to protect data. Ability to work as a member of a multi-disciplinary team, while working independently to organize workload, set priorities, and meet deadlines in a dynamic environment. Physical ability to perform the duties of the job. Knowledge of query- and report-writing tools, front-end languages (e.g., HTML, CSS, Javascript), and other UI development and industry tools (e.g., Adobe Creative Suite) is preferred. Knowledge of R and R Studio is an asset.

Salary Range: $90,770 - $130,481/year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan.
