Job DescriptionAECOM is seeking an accomplished
SeniorAir Permitting Professional with deep Oil & Gas experience to join our Houston environmental consulting practice in a
seller-doer leadership role. The ideal candidate should bring a combination of
technical excellence, regulatory credibility, client trust, and business development capability. This role requires both hands-on oversight of complex air permitting projects and proactive development of new and repeat business within the oil and gas sector.
The successful candidate will play a key role in expanding our Air Quality and Oil & Gas consulting services and serve as a trusted technical advisor to clients.
Key Responsibilities include:Technical Leadership & Project Delivery:- Lead development and execution of air permitting strategies for Oil & Gas facilities, including upstream, midstream, downstream, and related infrastructure.
- Prepare and oversee minor source, Title V, PSD, and Nonattainment NSR permits.
- Support air quality applicability analyses, emissions inventories, compliance evaluations, and regulatory interpretations.
- Support air modeling analyses (screening and refined).
- Serve as technical lead and reviewer for complex air permitting and compliance deliverables.
- Provide senior support during agency negotiations, public comment processes, and enforcement resolution.
Seller-Doer & Business Development:- Identify, pursue, and secure new business opportunities with existing and prospective Oil & Gas clients.
- Maintain and grow key client relationships by serving as a trusted advisor and primary technical contact.
- Lead and support proposal development, including technical approaches, scopes of work, pricing, and staffing strategies.
- Collaborate with market and practice leaders to develop growth strategies aligned with client needs and regulatory trends.
- Engage in industry forums, conferences, and professional networks to support visibility and practice growth.
Client & Team Leadership:- Act as a primary point of contact for clients on air quality and permitting matters.
- Mentor and develop junior and mid-level staff, providing technical guidance and career development support.
- Lead multidisciplinary teams to support integrated environmental solutions (e.g., air, compliance, EHS, ESG).
- Support quality assurance and consistency across air quality and permitting services.

QualificationsMinimum Qualifications:- Bachelor's degree in environmental engineering, chemical engineering, environmental science or related field.
- 8 years of relevant experience or demonstrated equivalency of experience and/or education focused on air permitting/air quality with strong working knowledge of the Clean Air Act, including PSD, NSR, Title V, and state implementation plans within the Oil & Gas sector.
- Valid Driver's license is required for this role.
- Due to the nature of the work, US Citizenship is required and sponsorship is not available.
Preferred Qualifications- Master's degree in a related discipline.
- 15+ years of relevant experience focused on air quality and air permitting within the Oil & Gas sector.
- Demonstrated success in a seller-doer consulting role, including client development and repeat business generation.
- Established client relationships within the Oil & Gas or broader energy sector.
- Proven experience working with federal and state regulatory agencies.
- Professional credentials such as PE, or equivalent.
- Experience with emerging air regulations, methane controls, GHG reporting, or ESG-related air initiatives.
- Prior experience leading large, complex permitting programs or portfolios.
- Excellent written and verbal communication skills, with experience producing client-facing technical and strategic documents.
